이 글은 한국 근대의 사회변동과 개신교의 관계를 개신교 학교의‘종교교육’을 중심으로 살펴보면서 개신교의 선교 지상주의적 태도의근원과 현실을 이해하고자 하는 의도로 쓴 것이다. 특히 근대에서부터최근까지 개신교 학교의‘종교교육’에서 가장 중심적인 논란이 되어온 종교의 자유와 정교분리 문제를 집중적으로 다룸으로써 선교중심의 개신교‘종교교육’에 대한 비판적 성찰을 하는 동시에 개신교의 선교 지향적 양태에 대한 이해를 도모하고자 한다. 개화기의 근대 교육의 도입과‘종교교육’의 실시는 동시에 이루어졌다. 곧‘종교교육’을 실시하고자 하는 목적에서 근대 교육이 도입되었던 것이다. 당시 조선 조정의 이중적 태도, 곧 근대교육의 도입을 추진하면서‘종교교육’을 인정하지 않았지만, 실제로는 방관하는 태도로 인해 근대교육과‘종교교육’은 함께 이루어졌다. 선교사들은 정교의 분리를 강조하면서도 국가의‘종교교육’금지는 준수하지 않았다. 개화와 선교라는 각기 다른 목적을 지닌 두 주체가 종교의 자유와 정교분리를 자의적으로 적용한 것이었다. 일제 강점기에도 한반도의 강점이라는 일제의 목적과 선교라는 개신교의 목적이 상호 충돌하면서 종교의 자유와 정교분리를 모두 제대로 수용하지 못하는 양상으로 치닫게 만들었다. 결국 개신교 학교들은일제의 강압에 의해‘종교교육’을 포기하는지 아니면 근대 교육 자체를 포기해야 하는 최악의 양자선택에 내몰리게 되었다. 해방 이후 미군정의 교육정책은 국가 주도적 공교육 확대라는 미국식 근대교육의 도입에 주안을 두었는데, 정교의 분리를 천명하기도 했으나 기독교 편향적 태도로 인해‘종교교육’의 문제를 방기했고, 개신교 학교에서의‘종교교육’은 다시 복원이 되었다. 정부수립 이후부터‘중학교 무시험제도’와‘고교평준화 시책’이 실시된 1970년대 전후까지 현존 개신교 학교의 절반 이상이 신설될 정도로‘종교교육’은 붐을이루었으나, 그 두 제도로 인해 종교의 자유와 정교분리 문제가 다시부각되었고, 마침내‘종교교육’은 법원의 판결에 의해 금지되는 상황으로 이어지고 있다. 2010년에 종결된 이른바‘대광고등학교 사건’은그 전환점이 되었다고 평가할 수 있다. 요컨대 근대 이후부터 최근까지 우리나라‘종교교육’에서는 상보적관계에 있어야 할 종교의 자유와 정교의 분리가 길항관계로 점철되었으며, 그 근원에는 개신교의‘선교’지상주의가 자리 잡고 있다. 다만최근의 대법원 판례를 통해 학교교육에서의‘종교교육’이 학생들의종교의 자유를 침해하고 있다는 것을 인정함에 따라, 기독교계 사립학교도 공교육 체제에 편입된 이상 학교에서 선교를 위한‘종교교육’은불가능해졌고, 자율형 사립학교나 대안학교로 전환되고 있는 실정이다. 개신교에서는 여전히‘선교’중심적‘종교교육’을 포기하지 않고있으며, 그 자체가 최근의 이른바‘공격적 선교’로 드러난 한국 개신교의 한 특징으로 이해할 수 있을 것이다.In this paper, the modern Korea’s relationship between the social change and the Protestant will be studied centrally from the Protestant schools’religious education, in order to understand the root and reality of the Protestant’s mission emphasized attitude. A special regard will be paid to the issue of religious freedom and the separation of religion and state, which caused the biggest controversy in the Protestant schools’religious education until recently. By doing so, I want to make a critical introspection toward the Protestant’s mission centered religious education and promote better understanding of Protestant’s mission work oriented aspect. During the time of Enlightenment, introduction to modern education and the religious education occurred simultaneously. That is to say that the modern education was adopted in order to implement the religious education. Even though Jeseon Dynasty’s ambivalent attitude pushed ahead introduction of modern education and disallowed the religious education, in reality, due to the Royal Court’s ignoring the problem, the modern education and the religious education were accomplished together. The missionaries emphasized the separation of religion and state, but did not abide by the nation’s forbidden religious education. Two identities with different purposes, advancing the country versus mission work, applied freedom in religion and separation of church and state arbitrarily. Even during the Japanese colonial era, the occupation by force on Korean Peninsula, which was the Japanese Empire’s purpose, and the Protestant’s purpose, mission works, caused a mutual collision that there was a big chaos accommodating both religious freedom and separation of religion and state. In the end, under the Japanese’s pressure, all the Protestant schools were forced to make a choice to either choose the religious education or the modern education. After the liberation, US military administration’s educational policies aimed at introducing Americanized modern education system which was Nation-led Public Education Expansion, and even clarified separations of religion and state, but due to the administration’s tendentious attitude towards Christianity,the religious education problem was abandoned and the Protestant school’s religious education was restored. Since the establishment of a government till 1970s, the era that implemented ‘ Middle Schools Admission without Examination System’ and ‘Standardization of High Schools Policy’, the religious education has boomed so much that more than half the number of current Protestant schools were founded during that time. But due to those two systems, freedom in religion and separation of religion and politics problem were highlighted and eventually was put at the state that the court is prohibiting the religious education all together. ‘Dae Gwang High School incident’which came to conclusion in 2010 can be evaluated as a turning point to this problem. After all, the freedom of religion and the separation of religion and politics in Korea’s religious education are riddled in a contentious relationship since the modern time until a recent date, even though those two should be in a complementary relationship, and I can say that the Protestant’s mission oriented philosophy is the root of the problem. However, after Supreme Court’s recent precedent acknowledging that the religious education in school education is invading the students’freedom of religion, even the Christian private schools cannot practice the religious education if the school is under the public education system. The Protestants are still not giving up their ‘mission’centered ‘religious education’and that plan itself can be understood a characteristic of the Korean Protestants’which recently rose up on the surface as ‘Offensive Missions’.
