노태우 정부의 북방정책은 성공적인 것이었음에도 불구하고, 북방외교와 대북정책 간에 우선순위가 불분명하여 대북정책에 관한 평가가 갈리고 있다. 그 원인을 규명하기 위해서 이 글에서는 노태우 정부의 대북정책을 국내정치연합과의 관계 속에서 평가하고자 하였다. 먼저, 노태우 정부의 대북정책은 정책결정 과정상의 제도화를 이루지 못하였다. 때문에 대북 밀사나 청와대 주도의 컨트롤 타워가 작동할 경우에는 대북정책에 성과를 낼 수 있었으나, 임기 말 레임덕 상황에 처하자 대통령과 가치를 공유하지 못한 관료들이 부처 이기주의에 따라 각기 다른 목소리를 내면서 정책이 표류했다. 이념적으로도 노태우 대통령의 대북정책은 포용정책이라고 미화되지만 창구단일화론에서 보듯이 자유주의라기보다는 현실주의적 접근법을 벗어나지 못하고 있었다. 자유주의 계열의 접근법과 현실주의 계열의 접근법 사이에서 자기 철학 없이 지그재그 행보를 계속하고 있었던 것이다. 한편 대북정책이 가장 왕성한 시기였던 19901992년 상반기에는 3당 합당이라는 국내정치의 정당화 기제에 힘입어 대통령이 직접 대북 드라이브를 걸 수 있었고, 북한 역시 한국정부의 국내적·국제적 정당성이 강화되자 당국 간 대화에 적극적으로 응했다. 그것이 총리급회담의 동력이었던 것이다. 그러나 노태우 전 대통령은 국내외에서 민주적 정당성이 강화되자 외교적 자율성을 과신한 나머지 ‘한국 주도성 테제’를 전방위로 내세우기 시작했다. 북한과의 교차승인이라는 전통적 목표 대신에 북한 고립화에 가까운 한국 우위론을 정책적 전제로 하기 시작한 것이다. 1992년 북미접촉과 북일수교 협상을 사실상 반대하면서 북한의 굴복을 요구하였다. 결국 북한이 굴복보다는 대결정책인 ‘북핵’ 개발이라는 마지막 카드를 내밀게 된 빌미를 제공한 것이다. 그럴수록 일부 보수 세력은 북한에 대한 민족주의적 연대감을 상실했고, 한국의 가치 지향을 세계화로 적시하는 새로운 보수적 가치를 부각시켰다. 즉, 보수 세력이 분화되기 시작하였다. 이 글에서는 이들을 ‘신(글로벌)보수’라 규정하여 전통적 ‘민족주의적 보수’와 구분하였다. 문제는 노 전 대통령이 세력연합 내부에서 발생한 민족주의와 글로벌주의, 특수성과 보편성의 그 같은 분화에 적절히 대응하지 못하고 권력의 ‘위임’에 의거함으로써 대북정책의 지속성 확보에 실패하였다는 사실이다. 때문에 노태우 전 정부는 대북정책에 관한 한 양 극단적 상황을 관리할 수 없었고 결과적으로 자신의 성과를 다음 정부로까지 전달하는 데 실패한 것이었다.President Roh, Tae-woo was effective at playing the diplomatic game with the former socialist countries: the so called NordPolitik. In addition, between 1990 and 1991 his North Korea policies were so effective, especially South Korea’s successful 1991 UN membership drive, that North Korea gave up its decades-long One-Korea policy and was forced to also join the UN as an independent member state. However, the Roh Adminstration failed to consolidate the progress it had made with North Korea during this period into concrete policy options, in particular as regards inter-korean military confrontation. The failure was mainly due to splits among conservative bureaucrats. During Roh's lame duck session the shocking ‘mendacious report incident’ exposed the conservative bureaucrats’ defiance against Roh’s North Korea engagement policy. In this incident, a high-ranking member of the Prime-Ministerial talks with North Korea in Pyongyang replaced a presidential message that would have allowed concessions with a fabricated one that called for a halt to the talks. This revealed how Roh’s North Korea engagement policy had not been institutionalized but rather had been dependent on his individual leadership. In addition, Roh’s approach was not ideologically consistent. While his engagement policy should have been based on liberalism, in many cases they were based on realism and overemphasized the role of the government while excluding all other potential actors. He, especially overemphasized South Korea’s role as the go between for all communication with North Korea and thus excluded the role of multilateral dialogue or bilateral North Korea-Japan and North Korea-US dialogue. North Korea viewed this approach as an attempt at isolating it and thus opposed South Korea’s leadership role in the Peninsula. As a result while the Roh Administration’s NordPolitik was successful, its North Korea policy, which should have been a part of Nordpolitik, was not successful and failed to continue after his administration.
