This study is to focus on the shift of license system for hotel employees from required employment to recommended employment and to suggest possible solution to the license system if there is any. Review of related research and interview with industry professional and academics were carried out to meet the objective of this study. Result from study showed that since the shift, lack of motivation in achieving hotel license, negative aspect in self management, and quality drop in service provided were witnessed. Followings are suggested from this study: upgrading the status of official hotel license, consideration of hotel service quality, incentive for official license holders, required employment for hotel license holders, and finally improvement plan for the license holders to upgrade the standard of practical performance.
