이 글은 지구온난화로 발생되는 기후변화 질병과 건강영향의 관계를 파악하고 적응정책에 관해 살펴보았다. 기후변화는 지속적인 기온 상승, 날씨 변화 등으로 지역에 따라 기회와 위기를 수반하고 있다. 특히 기후변화 질병은 인체 감염은 물론 사람과 동물에게 동시적으로 감염을 유발하는 인수공통전염병을 유행시킨다. 세계적으로 발병하고 있는 기후변화 질병에는 말라리아, 뎅기열, 라임증 등이며, 한국에서는 쯔쯔가무시증 등이 심각한 편이다. 특히 조류인플루엔자나 SARS 등 국경 간으로 유행하는 전염병은 의료비의 가중은 물론 여행제한 등으로 국민경제에 부정적인 영향을 미친다. 기후변화 전염병의 경제적 손실가치는 그 국가의 질병 발병 정도, 인구구조나 사회경제적 환경 등에 의해 차이가 나지만 전반적으로 GDP의 0.2~.03% 수준에 이를 것으로 예상되며, 향후 기후변화의 질병의 만연에 따라 그 손실가치는 증가할 것이다. 기후변화 질병의 건강영향은 주로 폭염에 의한 질병, 매개체 질환 및 수인성·식품매 개질환 등으로 구분될 수 있다. 주요국에서는 일찍부터 기후변화 적응의 일환으로 전염병 감시체계를 구축하고 있다. 우리나라에서도 국가기후변화 종합대책을 근간으로 방지 및 적응대책을 적극적으로 수립·운영하고 있다. 기후변화의 건강영향에 대한 적응은 질병과 보건관리적인 측면에서만 접근하기보다는 기술개발은 물론 경제사회적인 관점에서 보다 포괄적으로 접근하는 것이 바람직하다.This paper identified the relationship between climate change diseases caused by global warming and health impacts, and studied about response policies. Through continuous rise in temperature and change in weather, etc., climate change, depending on the region, has been accompanying both opportunities and risks. In particular, climate change diseases not only cause human infections but also spread zoonoses that induce concurrent infections in humans and animals. The climate change disease include malaria, dengue fever, and Lyme disease, Tsutsugamushi in Korea, and has become a serious issue. The infectious diseases that cross national boarders such as the Avian influenza or SARS, in particular, can have a negative impact on the national economy due to the increase in medical costs and travel restrictions. Although the economic loss from climate change diseases can vary depending on the degree of disease outbreaks of a nation, population structure or socio-economic environment, as a whole though it is estimated to reach 0.2%~0.3% of the GDP, and the loss will increase further due to the widespread nature of climate change diseases. The health impacts of climate change diseases can be classified primarily into diseases due to extreme heat, vectors and water-borne diseases, foodborne illnesses. From early on in major countries, as an adaptive component infectious disease surveillance systems have been in development. In Korea as well, comprehensive national climate change prevention and adaptive measures are actively being established and operated. Adaptive measures for the health impacts from climate change diseases, rather than approaching from only the disease and health management perspectives, should be approached from not only from technology development but also economic and social perspectives as well.
