본 연구의 목적은 지방자치단체의 감사실시 현황에 대한 실태조사와 감사담당자의 인식조사를 통해 공공 감사제도의 문제점을 분석하고 감사의 효율성을 제고할 수 있는 대안을 모색하는데 있다. 본 연구는 243개 지방자치단체를 대상으로 최근 3년간의 수감현황을 온라인으로 조사하여, 7개의 광역자치단체를 포함하여 총 117개 기관의 감사현황자료를 수집하였다. 감사현황 분석 결과 광역자치단체는 전반적으로 분야별 수감횟수의 편차가 크고, 기초자치단체는 일반행정, 보건복지, 기타분야에 대해 단체들 간 수감횟수의 편차가 큰 것으로 나타났다. 또한 감사중복은 양 단체 모두 일반·보건복지 분야에서 많이 발생하였다. 특히, 기초자치단체의 경우 기관별 수감횟수 편차가 크기 때문에 감사사각의 개연성이 높다는 점에서 주목할 필요가 있다. 감사에 대한 담당의 인식분석결과 수감횟수와 수감일수가 모두 감사 부담으로 연계되고 과도한 자료요구가 감사 부담의 가장 큰 원인으로 조사되었다. 이러한 감사중복과 사각의 문제해결을 위해서는 감사기구간의 협력적 감사 거버넌스 구축과 자치단체의 지역적 특징 및 분야별 특수성을 반영한 제도개선이 필요하며, 향후 감사원의 역할 조정과 더불어 사전예방적 감사를 강화해 나가야 할 것이다.This study aims to enhance the effectiveness of audit systems in local governments through a survey of audit practices and auditors’ perceptions. Online surveys were conducted in 243 municipalities to collect audit data for three years from 2007 to 2009; a total of 117 local governments responded, including 7 metropolitan governments. According to the analysis of audit practices, a large variation exists in the number of audits among metropolitan governments in most areas. In addition, the frequency of audits in lower-level local governments varied depending on the areas, with a large variation occurring in general administration, public health, and welfare. The overlapping of audits in these areas was also found in both metropolitan and lower-level governments. In light of the significant differences in the frequency and duration of audits among lower-level local governments, we need pay attention to the blind corner of the audit system. According to the perception analysis, the frequency and duration of audits appear to be highly related to the burden of audits; excessive data requirements were also found to be the heaviest burden.
