정재(定齋) 박태보(朴泰輔, 1654~1689)는 17세기 소론계열의 혈기왕성한 정치가로서 1689년 기사환국 때 인현왕후 폐출에 대해 반대 논의를 하였고, 그에 따른 연명상소를 집필했다는 이유로 친국을 받고 유배 도중 졸한 인물이다. 기사환국 때의 일들은 그의 성품과 정치적 성향을 가장 적나라하게 보여주는 대표적 사건이다.
박태보는 부친 박세당을 비롯하여 남구만, 윤증, 박세채, 박태유, 남학명 등과 사승(師承)·교유(交遊) 관계를 유지하면서 그의 정치적 기반이 되었던 유교 경전을 중심으로 유학에 침잠하였다. 유학은 그가 정치를 통해 추구해야 할 것들의 길잡이가 되었고, 그것은 성리학적 이념 유학에서 한걸음 나아가 현실을 직시하고 현실에서 정의를 실현할 수 있는 실천학문이 되었다. 그가 실천한 유교 정치는 위로는 임금과 소통하기를 바랐고 아래로는 백성에 긍정적인 힘으로 작용되기를 바랐다.
박태보에게 있어 지방관은 지방관의 위치에서, 백성은 백성의 위치에서 제분수를 지키는 것으로부터 시작된다고 보았다. 특히 그의 목민관(牧民觀)에서는 백성보다는 지방관의 책무에 대한 인식이 더 강하게 드러난다. 지방관은 그의 지도권역 안에 있는 백성들의 생사여탈권이 쥔 상태이었기에 더욱더 지방관으로서 주어진 직무에 공정성을 다해야 하고, 백성의 노동력과 재정을 이용하되 가장 효율적인 방법으로 가치를 창출해야 한다고 보았다.
본고에서는 박태보가 외직을 통해 얻은 위정자로서의 태도 고찰과 끊임없이 부딪히는 부조리한 정치적 현실에 개혁의지를 살폈다. 비록 그가 추구했던 이상적인 위정자의 모습을 12년의 짧은 관직생활에서 온전하게 보이지 못했지만, 최소한 자신에게 주어진 본분만큼은 수행하려는 력이 있었음을 상기해 볼 수 있었다.Jeongjae Park Tae-bo(1654-1689) was a vigorous politician in the 17th century who belonged to the faction of Soron. He was interrogated by the king on the account of taking a stand against depriving the Empress Inhyeon of the title and dismissing her at the time of Gisahwanguk in 1689 and of presenting a memorial to the king. He died while he was banished to a remote place. What he did at that time vividly shows his personality and political disposition.
He continued to associate with famous contemporary people involving his father Park Sae-dang, Nam Gu-man, Yon Jeung, Park Sae-chae, Park Tae-yoo and Nam Hak-myung as his mentors or fellow scholars, and he devoted himself to studying Confucianism, on which his political career was built. Confucianism taught him what he should pursue through politics. For him, Confucianism was not mere ideology-oriented Sung Confucianism but a practical science that made him face up to reality and seek after justice. For him, Confucian politics was to communicate with the king and have positive impacts on the people.
He believed that local government officials and people in general should respectively know their place and keep to it in life, and he believed that it was the basis of politics. In his view of governing the people, he put a greater emphasis on the accountability of local government officials than that of the people. According to him, local government officials should perform their duties in an impartial way since people's life and death hinged on them, and he argued that they should make use of finance and people's labor force to create value in the most efficient manner.
