미국의 비확산정책은 행정부가 주도해온 것으로 알려져 있다. 하지만, 대통령을 비롯한 행정부의 의지가 강하더라도 미국의 국내정치구조상 의회의 적극적인 도움이 없다면 행정부의 비확산 정책이 효율적으로 이행되기가 어렵다. 클린턴 행정부의 CTBT의 의회 비준 좌절의 사례와 같이 실제로 의회의 반대나 견제로 행정부의 비확산 노력이 무산되거나 변화된 경우가 종종 있었다. 오바마 행정부도 예외가 아니다. 오바마 대통령이 임기 초기부터 강력하게 추진해온 “핵무기 없는 세계”의 비전도 의회에서의 초당적인 협력이 없으면 성과를 거두기 어려울 것이다. 이러한 관점에서 이 글은 상대적으로 그 중요성이 간과되어 왔던 미국 의회의 핵비확산 전통과 특징을 살펴보고, 행정부의 비확산정책에 대한 의회의 역할을 검토한다. 특히 최근의 ‘골드 스탠다드(gold standard)’ 적용에 대한 논쟁 및 H.R. 1280 법안의 보류 사례를 통해 핵비확산 및 원자력 에너지 정책과 관련하여 미국 행정부와 의회의 차이와 긴장관계를 분석한다. 마지막으로 미국의 정치과정과 최근의 사례에서 나타난 논쟁이 한미원자력협정 개정 협상에 미치는 영향을 살피고 미국 의회와 관련한 한국의 대응전략을 모색한다.Although the U.S. nonproliferation policy has been led by the government, it is difficult for the U.S. president to implement an effective nonproliferation policy without strong support from Congress, given the domestic political structure of the United States. As shown in the Clinton administration’s failure to ratify the CTBT in the Senate, U.S. nonproliferation policy has often failed due to the absence of support from Congress. In this point, the Obama administration is not an exception. However strong President Obama’s commitment to “a world without nuclear weapons” is, it cannot succeed without bipartisan support from Congress. This study first examines the nonproliferation tradition and policy of the U.S. Congress. Next, through the “Gold Standard” case, it shows tension and debate between the Obama administration and Congress regarding nonproliferation policy. Finally, this study discusses the implications of the main findings for the negotiation of a ROK-U.S. nuclear agreement.
