기후변화와 에너지고갈의 시대에 에너지정책의 화두는 단연 원자력과 재생에너지의 활용문제로 귀결된다. 재생에너지 확대의 당위성에 대해서는 누구나 공감하지만 원자력에 대해서는 결코 그렇지 않다. 우리나라에서는 원자력의 확산이 비교적 큰 저항 없이 이루어져 왔으며, 그 결과 발전량 기준으로 세계 5위의 원자력대국이, 그리고 경제력을 감안한 원자력 의존도는 프랑스와 함께 세계 최고 수준인 나라가 되었다. 본 연구는 이러한 확산의 기재로 작용했던 전제들이 그 동안 충분히 검토되지 못 하였거나 더 이상 타당하지 않다는 입장에 서 있다. 일본은 2011년 후쿠시마 원전사고 이후 에너지정책의 새 틀을 짜는 작업을 통해 현재는 2030년대까지 원전으로부터 완전히 탈피하겠다는 정책을 내 놓았다. 일본과 한국은 대단히 유사한 에너지구조와 정책을 가지고 있다는 점에서 일본의 정책 변동이 우리에게 주는 시사점은 적지 않다. 본 연구는 일본의 에너지정책 변동 논의를 통해 이러한 시사점을 정리하였다. 첫째, 원자력 확산의 주된 논거로 작용했던 종전의 전력수요 증가 전망은 수요관리 노력을 전제로 다시 이루어져야 할 것이다. 둘째, 온실가스 배출 감축을 위한 저렴한 대안으로서 원자력의 역할은 과대평가되었으며 온실가스 배출 감축을 위해서는 보다 근본적인 대안을 찾아야 할 것이다. 셋째, 세계 에너지산업의 전망을 고려할 때 원자력산업을 성장동력으로 삼기는 어려우며, 재생에너지 확산을 위한 기술개발과 투자에 집중하는 것이 바람직할 것이다.Recently Japanese government confirmed a goal of ending nuclear power generation in the 2030s. Recognizing Korea and Japan have similar institutional arrangements and viewpoints in the energy sector, this study draws some lessons from the case of Japan's energy policy change which is useful for resetting Korean energy strategies. Firstly, former electricity demand forecasting of Korean government which has been the basis of nuclear expansion drive should be amended on the premise of additional demand-side management efforts. Secondly, acknowledging the role of nuclear power generation as a cheap alternative addressing GHG emission has been over-evaluated, we have to keep finding out more genuine and fundamental alternatives to reduce GHG emission. Finally, recognizing that the nuclear energy industry cannot be an economic growth engine considering current and future prospect in global energy sector, the Korean government had better pay more attention to the technology development and investment in the sector of renewable energy.
