In modern society Broadcasting and telecommunications are part of our daily lives and those services are essential necessities. Therefor we should do its utmost to contribute in delivering a beneficial and user friendly media that enhances the quality of life for people. However in present there is a flood of obscene media in korea. Since the publication “The Convention on the Children’s Right” by UN in 1989, the problem of protection of children’s and right becomes the most important theme. In this study child policy standards of USA, Germany, Japan have been studied focussing on fundamental children’s right: The Right of existence, of protection, of development and of participation. In this study directs action in all the following matters: Creating a safe environment for children and young people; Making prompt and effective response to allegations; Cooperating with civil authorities by self-control; Providing for means of accountability for the future to ensure the problem. Furthermore, the necessity to develop the awareness of right protection against obscene and harmful media for children and young people in the korean society and the self-control of media are systematically discussed. Self-regulation is the controlling of a process or activity by the people or organizations that are involved in it rather than by an outside organization such as the government. Because of the rapid increase of obscene Media contents it is impossible to protect them perfectly by government. So in the future co-regulation(government and self-regulation) is backbone of contents deliberation.
