노후·불량 건축물이 밀집한 지역의 저소득층을 위한 주거환경개선사업은 그동안 전면매수방식인 수용방식으로 사업이 효율적으로 이루어져 왔으나, 최근 부동산 시장 변화, 원주민의 의식변화, 시행자의 재무여건 악화, 도시정비방식의 패러다임 변화 등에 따라 수용방식의 문제점이 도출되자 그에 대한 대안으로써 정비사업의 주된 사업방식인 관리처분방식 적용에 대한 논의가 제기되었으며, 2012년 도정법 개정으로 주거환경개선사업에 적용 가능하게 되었다. 공공시행자 관점에서는 기존의 수용방식 주거환경개선사업은 전국 곳곳에서 동시에 진행되어 보상비 선지급 등 자금조달 부담이 막대하며, 특히 주택시장 침체 등으로 미분양이 누적될 경우 자금회수가 더욱 지연되므로 유동성 악화문제가 더욱 심화될 수밖에 없는 구조이다. 이에 본 연구에서는 현금보상방식을 대신할 새로운 사업방식의 적용 타당성 분석을 목적으로 수용방식과 관리처분방식의 현금흐름 분석 및 민감도 분석을 통해 사업방식이 사업에 미치는 영향 또는 사업주체에 미치는 영향을 객관적으로 규명하였다. 또한 원주민의 해당지역 여건이나 재무 상태, 시장환경 등을 고려하여 적합한 사업방식을 선택하는데 참고가 될 수 있는 객관적인 정보를 제공하고자 하였다.
분석결과 전면매수방식인 수용방식과 비교하여 관리처분방식은 현금청산자에 해당하는 보상비만 사업단계별로 분산 투입되므로, 사업시행자 입장에서 사업비 부담이 경감되는 효과가 있다. 원주민 입장에서 관리처분방식은 권리자로서의 사업참여가 가능하고 일부 개발이익의 배분을 기대할 수 있으며, 종전자산이 사업종료시까지 보전 가능하여 재정착 유인의 가능성이 있을 수 있다. 그러나 부동산시장 상황이나 지역 및 원주민 재무상태에 따라 적용에 한계가 있으므로 관리처분방식을 적용시에는 현금청산자의 과도한 발생이나 미분양·미입주율 증가에 대한 사전대응 방안 모색이 필요하다.The Urban Residential Environmental Improvement Projects for low-income brackets in the aged and deteriarated building areas have been effectively carried out with the way of land expropriation : whole purchase method(WPM). But in recent years, problems of the method are raised because of the change of the market, current residents' consciousness, worsening financial state of the developer and the paradigm shift of the urban renewal method. As an alternative way, a proposal on the introduction of Management and Disposal Method(MDM) has been made and in 2012 the amendment of Maintenance and Improvement of Urban areas and Dwelling Conditions for Residents Law let MDM applied to the Urban Residential Environmental Improvement Projects. We examined the effects of WPM and MDM on the project itself and project entity through a validity analysis of cash flow and sensitivity. Besides, we tried to provide information necessary to choose a optimal project method considering financial status of current residents and regional or market conditions.
We find significant results: MDM has an effect of project cost reduction from the side of project entity comparative to WPM because MDM allows compensation payment of cash liquidation to be distributed according to the project stages. From the side of current residents, MDM can give them a chance to participate in the project and share the profits. In addition, MDM preserves their existing assets until the end of the project which induces them to be resettled. But as the real estate market or current residents' financial state can put some restrictions on applying the method, it needs to take preventive measures against the excessive number of cash liquidator or the increase rates of non-sold or non-moved-in housing complexes.
