With respect to public policy, we might thus surmise, a combination of closed institutional settings and monopolized market simplifies decision-making process and thereby can efficiently jumpstart its rapid takeoff. This paper, however, revisits this inference and demonstrates that a rapid advancement of policy program, if led by a small closed coterie of politicians, administrators, and industrial agents, might be in a longer term turned into policy stalemate and governance crisis. The case in point is the U.S. nuclear power policy from 1940s through the early 1970s: Its dazzling success in this early stage through a tightly sealed policymaking process and a monopolized industry sowed the seeds of inner complacency and outer attacks, unlocking the door to intense policy conflicts and governance nightmare in later years. This observation brings theoretical implications as to the impact upon policy governance of various characteristics of institutional and market contexts such as their openness and scope of conflict. The U.S. nuclear power case also has broader comparative implications generally applicable to other―especially developing―countries today impatiently trying to take a short-cut and hastily jumpstart policy programs even at the risk of bypassing adequate democratic process.
