본 연구는 민간보조사업의 집행부진 원인 및 유형을 분석하고 그 결과를 윤기웅·공동성(2012)의 지자체 연구와 비교분석하였다. 분석 결과 민간보조사업의 집행부진을 야기하는 원인들은 수요 예측의 부정확성, 비용 산정의 부정확성, 비용지출시기 예측의 부정확성, 자기부담금 미확보, 부지 미확보, 홍보부족, 사전조사 미이행, 인·허가 및 기타절차 미이행, 중앙정부의 계획변경, 민간부문의 계획변경, 국고보조금 교부지연, 관련기관 간 조정, 추진절차기간 과다 소요, 문화재 발굴에 따른 절차 이행, 이해관계자들의 충돌, 외교관계, 제도의 변화, 수혜자의 중도탈락, 기상조건, 문화재발견, 기타 비통제요인, 용도 외 지출, 집행실적 미제시, 집행부진 원인 미제시 등 24개 원인으로 분류되었다. 이어서 지자체 연구와의 비교분석을 위해서 개별원인들을 지자체 연구와 동하게 사업계획, 재정계획, 사전절차, 계획변경, 교부지연, 절차지연, 비통제요인, 부적절한 예산사용, 실적 미제시, 부진이유 미제시 등 10개 원인유형으로 분류하였다. 비교분석 결과 지자체 연구와 달리 민간보조사업의 경우 사업계획의 부정확성 및 비통제요인으로 인한 집행부진현상이 두드러진 것으로 나타났다. 본 연구는 기존 단일 또는 소수 사례연구의 한계를 벗어나 민간보조사업에서 어떤 문제가 주로 정책집행부진을 야기하는지, 즉 어떤 원인이 주된(critical) 원인인지를 밝혔다는 점에서 의의가 있다. 또한 본 연구의 분석결과를 바탕으로 민간 국고보조사업의 계획 및 집행 시 고려해야 될 점들을 제시하였다는 측면에서 정책적 함의가 있다고 할 수 있다.This article investigates the causes of poor implementation of competitive grant programs by private organizations by conducting a content analysis of Korea Program Assessment Rating Tool (PART) annual reports issued from 2005 through 2010. The implementation of competitive grants by local governments is used as a comparison measure. The causes are grouped into three categories: 1) planning stage (poor program design, insufficient funding, and poor preparation), 2) implementation stage (change of program design, late budget allocation, time-consuming procedures, budget misuse, and external factors), and 3) evaluation stage (results not demonstrated, etc.). Among the above, poor program design, poor preparation, change of program design, and external factors are the most salient causes of poor implementation in the case of competitive grants to private organizations. The findings indicate that most problems that have caused poor implementation of competitive grants to private organizations can be significantly alleviated in the planning stage, which also holds true in the case of competitive grants to local governments. In addition, external factors are critical in the case of competitive grants to private organizations, but are not a significant factor in the case of grants to local governments.
