경제가 지속적으로 고도성장하고 그 과실이 외교적, 군사적으로 나타남으로써 3안 고도14억 인구의 중국이 세계적인 강대국으로 부상하고 있다. 그에 따른 부분적으로는 긍정적, 부분적으로는 부정적인 외부효과를 고스란히 겪고 있는 나라가 인도다. 인도는, 중국에 버금가는 규모, 3,400km에 달하면서 획정되지 않은 국경, 서로 싸운 역사, 그리고 마찬가지로 빠르게 성장하고 있는 경제로, 중국의 부상을 균형 잡을 수 있는 대표적인 나라로 꼽히고 그 점에서 미국은 인도와의 협력에 공을 들이고 있다. 인도도 경제성장과 군비증강, 기타 외교적 노력으로 중국의 부상에 독자적으로 대응하는 노력을 보이고 있지만, 흔히 기대하는 것처럼 미국, 일본, 호주 등과 더불어 중국을 포위하는 식의 동맹행태를 보이지는 않을 것이다. 그 독자성에 대한 자부심과 비동맹 운동을 주도한 역사 등이 반영된 인도의 전략문화를 감안하면 인도는 가능한 한 최대한의 자율성을 유지하면서 사안별로 협력하고 견제하는 전략적 행보를 보일 것으로 예상된다. 중국의 부상이 가져오는 외부효과를 인도에 못지않게 고스란히 겪고 있는 대한민국은 이 같은 인도의 행보를 타산지석으로 활용하는 외교적 지혜를 발휘할 필요가 있다.Intended or not, the rise of China to a world power has generated and will continue to generate externalities in various dimensions and affected countries have tried and will continue to try to maximize the positive and minimize the negative aspects of the externalities. India, due to its geo-strategic and geo-economic conditions, is widely expected to play the role of balancing the rising China internally and externally, say, by allying with the United States. Yet, the culture of India’s foreign and strategic policy indicates that she will “muddle through” the rapidly changing international environment with various means of foreign policy, without committing herself to any military alliance: Non-alignment 2.0
