한국의 문화예술정책은 21세기 예술위원회의 설립이라는 분수령적 사건에도 불구하고 여전히 중앙정부 주도적인 특징을 띠고 있다. 국가정책의 전 영역에 퍼져 있던 국가주도주의의 특징은 발전국가의 시대가 종식되면서도 변형된 방식으로 부분적으로 그 명맥을 이어가고 있는 듯이 보인다. 문화예술정책의 설계와 어젠더 설정에 있어 중앙정부 및 관료기구는 여전히 중요한 역할을 견지하고 있다. 본 논문은 국가정책 특히 문화정책의 형성에 있어서 관료제의 역할을 역사적 차원에서 고찰한다. 즉, 현대까지 이어지고 있는 문화정책의 국가주도성(관료주도성)을 유교국가 관료제적 전통에 기인하는 것은 아닌지 그 역사적 연원을 살펴본다. 조선 시대 문화예술정책은 조선의 통치 이념이었던 성리학이 지향하는 예악(禮樂)사상과 맞물려 관료들이 가신(家臣)적 기능을 넘어서는 근대관료제적 기능을 일부 수행하고 있는 것으로 분석된다. 이 과정에서 유교주의 관료제를 가산제의 전통에서만 파악함으로써 국가정책의 형성에 있어 그 역할이 폄하되었던 베버의 유교주의 관료제 비판에 있어서의 한계를 지적한다.The twin defining characteristics of Korean arts policy have long been that the policy process is centralized and that the government maintains a central role. Indeed, the role of government in shaping policy is evident in a multitude of policy fields, a throwback to the developmental state. In claiming the primacy of bureaucracy in shaping policy, as opposed to many other institutional factors, this paper assumes that any governmental involvement can be ascribed to historical reasons and institutional constraints. The role of bureaucracy, far from coming to the fore in recent times, is in fact embedded historically. It is argued that Weberian thought on patrimonial bureaucracy (Confucian bureaucracy) fails to explain policy making in Joseon Dynasty. Arts policy, which was vital to realizing the political ideology of Joseon Dynasty, was shaped significantly by bureaucrats. To realize Sung-Confucianism as the governing philosophy, bureaucracy in Korea had already exhibited various features now seen in modern bureaucratic systems (the Weberian ideal type of bureaucracy). This is demonstrated in the paper through reference to historical documents from the times of Joseon Dynasty.
