본 논문의 목적은 사회적 기업가정신의 개념, 특성, 구성요소를 검토하고 사회적 기업가정신이 사회적기업의 재무적 혹은 비재무적 성과에 어떤 영향을 미치는 지에 대한 실증적으로 분석하여, 앞으로 정책적 함의를 탐색하는 것에 두었다. 분석결과는 다음과 같이 세 가지로 요약된다. 첫째, 현재 사회적 기업가들이 아직까지 사회적 목적 추구나 혁신성에 비해 사회적 기업을 운영하는 경험이나 지식 등의 관리능력이 부족함이 드러났다. 둘째, 경제적 성과보다는 사회적 성과에 사회적 기업가정신이 많은 영향력을 가지는 것으로 나타났다. 셋째, 대체로 사회적 기업가들의 집단 간 차이는 크지 않는 것으로 나타났지만 사회적 기업의 종류(인증 vs. 비인증), 권역(수도권 vs. 비수도권)에 따라 성과에 상이한 영향을 미치는 것으로 나타나, 인증사회적기업의 경우는 경제적 성과에, 비수도권 사회적 기업의 경우는 사회적 성과에 긍정적인 효과를 갖는 것으로 나타났다. 따라서 앞으로의 정부정책의 방향은 단순히 인건비 등의 재정적 지원에서 보다는 사회적기업의 리더들의 전문성과 역량을 강화하는 것과 관련된 컨설팅과 교육훈련 등과 같은 지원 프로그램을 보다 확충할 필요가 있다. 특히 사회적 기업의 본래 목적을 달성하고 지속가능성이라는 관점에서는 현재의 일자리창출과 같은 단기적인 수단적인 관점보다는 사회적 기업가가 지역사회에 새로운 균형을 만들어 가는 사회적 변혁가라는 관점에서의 다양한 사회적 기업들의 역량강화에 초점을 둔 정책이 필요하다.This paper aims to explain some empirical results of the relationships between some important elements of social entrepreneurship and the financial and non-financial performances of social enterprises. The analysis finds our the following three facts; first, the social entrepreneurs of the current social enterprises lack the sufficient experiences and management capacity in comparisons with the innovative goals that they set up; second, social entrepreneurships have affected more non-financial goals(social goals) rather than financial ones; third, the impacts of social entrepreneurships are different types of social enterprises (i.e., government licensed vs non-licensed or social enterprises located in metropolitan vs non-metropolitan areas) rather than the social backgrounds of social entrepreneurs. The government licensed social enterprises performed well in business goals, while the ones in non-metropolitan areas did well in social goals. Based on these findings, it is recommended that government policies should focus more on the improvement of the professionalism and capacity of social entrepreneurs through training and consulting programs in terms of the sustainability of social enterprise in that social entrepreneurs are change-makers in local communities, rather than on financial subsides to them simply as policy tools for achieving short-term policy goals.
