이 글에서는 고려 과거제도와 공공성의 관계에 대해서 주목하고 있다. 과거제가 처음 도입된 것은 광종 9년(958)의 일이다. 광종이 새로운 인재 등용 방식인 과거제를 도입한 일차적인 이유는 호족 출신의 공신세력을 누르는 한편, 자신과 고려에 충성스러운 문신 관료를 필요로 했던 것이다.
시험을 쳐서 인재를 선발한다는 점에서 과거는 기본적으로 공공성과 친화력을 갖는 것이었다. 하지만 과거는 신분을 초월해서 오로지 실력에만 기준을 두는 관인등용법은 아니었다. 응시할 수 있는 신분층이 한정되어 있었다. 그래서 고려사회의 경우 귀족제적인 특성이 드러난다. 그 같은 특성은 5품 이상 관료층의 자녀에게 관직 등용의 문을 열어준 음서제에 잘 나타나고 있다. 그런데 실증적인 조사에 의하면, 음서 보다는 과거 출신자들이 관직 진출에서 여러 가지로 유리했다.
전근대 사회의 공공성은 신분제의 변화라는 커다란 흐름 속에서 단계적으로 파악해야 할 필요가 있다. 고려는 귀족제 사회를 이루면서도 과거제를 실시하여 능력본위의 인재 선발 제도를 도입했다는 점은 공공성의 확대를 보여준다고 할 수 있겠다. 여기서 고려시대 과거제의 공공성과 그 특성이 나타난다고 하겠다.
그래서 고려시대 과거제의 경우, 한편으로는 공공성에 친화력을 갖는 측면도 있었지만 그와 동시에 음서를 통해 관직에 입문한 자들이 자신들의 승진과 지위의 상승을 위해 이용하는 출세의 사다리라는 측면도 없지 않았다. 그런 만큼 복합적인 성격을 지니고 있었다. 그것이 고려사회의 과거제가 지닌 공공성의 가장 두드러진 특성이라 할 수 있지 않을까 한다. 조선 사회의 과거제가 갖는 사회적 성격과 비교할 때 확연히 구별되는 측면이기도 했다.This article is mainly about the relationship between ‘Civil Service Examination’ of Goryeo Dynasty and the ‘publicness’ focusing on how Publicness was realized throughout the examination.
The first introduction of Civil Service Examination was in 958 (Kwangjong year 9). It was 371 years later than the implementation in China. Sang-gi, a naturalized Korean citizen, suggested King Kwangjong to adopt ‘Civil Service Examination’ in Goryeo Dynasty as a new system of engagement. The primary reason was to control the power of vassals from Hojok, and to appoint civil officials with loyalty to the King and the country. In other words, civil service examination was to strengthen the royal authority and it actually succeeded in a certain degree.
Civil Service Examination was approved to have Publicness since elites had been selected by the process of examination. However, people who could apply for the exam were restricted based on Bone-rake Status System. General people were not allowed to take the Composition Examination Course, which was being considered as the most important course of all examinations in Goryeo Dynasty. In this regard, Goryeo Dynasty truly had characteristics of the aristocracy. The social class was a primary condition while one’s ability or characteristic was considered as a secondary choice. Under this kind of system, public offices were easily passed down to their descendants.
The system of ‘Protected Appointment’ clearly shows that descendants of higher ranking officials were more likely to become civil servants. Kongeum-jeon, one kind of the land system in Goyeo Dynasty, could be understood in the same vein. Based on the empirical research, however, people who passed Civil Service Examination got more advantages than the one from Protected Appointment in many ways.
It is true that Civil Service Examination in Goryeo Dynasty was open to the public, on the other hand, there was some problem that officials from Protected Appointment utilized this system as a step for their own promotion. Therefore, the examination system was hard to be described in one clear definition due to its complicated aspects, and this could be the principal characteristic of the Publicness of Civil Service Examination in Goryeo Dynasty which is clearly distinguished from that in Chosun Dynasty.
