북한?중국의 정치체제는 소련의 중앙집권체제와는 달리 다층집권체제라고 개념화할 수 있다. 북한의 다층집권체제는 수령-당중앙위원회-도당위원회-시?군당위원회-공장당위원회 또는 리?동초급당위원회의 위계로 되어 있다. 이러한 수직 위계는 엄격한 명령-복종 관계로 이루어지며, 각급 당위원회는 수평단위의 권력을 집중하고 있다. 나아가 당위원회 내부에서도 당비서를 중심으로 수평 권력이 집중해 있다. 북한의 다층집권체제는 개인독재자의 인치에 의해 관장된다. 이와 같은 다층집권체제는 1950년대 말 탄생하여, 1972년 헌법 개정에 의해 완성?정립되었다. 소련형 중앙집권체제와 북한?중국형 다층집권체제는 당의 지위와 역할, 당의 국가, 사회, 기업과의 관계 등에서 많은 차이를 보여준다.The political systems of China and North Korea can be categorized as a same type of multilayered power system in comparison to the centralized power system of the Soviet Union. North Korea’s multilayered power system is made of hierarchy of Suryong-central party committee-provincial party committee-city/county party committee-factory party committee. While the vertical hierarchy of party committees is characterized strict relations of order and obedience, at each level of hierarchy, party committees put other organizations of the same level under its strict control. In this way, the power is concentrated both vertically and horizontally in North Korean and Chinese polity. North Korea’s multilayered power system came into being in the late 1950s. Comparison of the two power structures shows the differences in party’s role and status, its relations to state, society, and factory in China and North Korea on the one hand, and the Soviet Union on the other hand.
