1990년대 북한경제는 계획경제도 아니고 시장경제도 아닌 무엇인가 혼합 상태를 보여준다. 이 논문은 두 가지 기준을 통해 그 양태를 구체적으로 파악한다. 첫째, 경제잉여가 어떻게 생산되고 분배되는가, 즉 경제 잉여의 주인이 누구인가, 둘째, 북한경제 내에 어떠한 경제기제가 작동하고 있으며, 그 기제가 어떻게 상호 연계되어 있고, 그 세력은 어떻게 분포되어 있느냐이다. 이러한 관점에서 보면, 7개 경제구획이 식별된다. 첫째, 수령경제, 둘째, 특권 ‘회사’ 경제, 셋째, 계획경제(내각경제), 넷째, 제2경제(특권 계획경제), 다섯째, 동원?지원경제, 여섯째, 농촌협동경제, 일곱째, 장마당 경제이다. 이 중에서도 1990년대 북한경제의 특징을 가장 잘 보여주는 것은 특권 ‘회사’ 경제이다.North Korea’s economy since the 1990’s has been regarded of a mixture of command and market economy. The paper suggests two criteria to understand it analytically. The first is who owns the produced surplus. The second is what kind economic mechanisms are working in the current North Korean economy. Seven compartments of the North Korean economy is to be differentiated: ‘Suryong’ compartment; compartment of commercial companies established by organizations with power; plan economy under the Cabinet; privileged plan economy for military production; compulsory mobilization compartment; agricultural cooperative economy; semi-market economy. Among these, the compartment of commercial companies established by organizations with power represents best the characteristic of NorthKorea’s economy since the 1990s.
