1950년대 후반 성창환을 중심으로 이상구, 유창순, 이정환, 이동욱, 이창렬로 구성된 ‘사상계 경제팀’은 1950년대 후반부터 1960년대 초반까지 사상계 경제분야에 논설을 기고하며「사상계」의 개발 담론을 주도했다.‘사상계 경제팀’은 국가주도의 산업화정책과 경제개발계획을 통해 급속한 공업화와 경제성장을 달성하고자 하였다.5·16 군사쿠데타가 발생하자, 사상계 그룹은 이를 4·19 혁명을 계승한 민족혁명으로 평가하고, 군사정권에 대한 참여와 지원을 아끼지 않았다. 군사정권이 추진한 경제개발계획은 주요 기간산업(전력·석탄·정유·비료·제철)과 노동집약적 산업에 치중하고, 소비절약과 내핍을 강조하는 동시에 외자보다는 내자, 특히 정부 재정부문의 역할을 강조하며7%대의 높은 경제성장을 추구한다는 점에서 ‘사상계 경제팀’의 개발 담론과 한 점이 많았다. 군사정권은 쿠데타 직후부터 최고회의 및 각 부처에 광범위한 자문단을 두어 민심을 읽고, 경제정책의 골격을 만들어가고 있었다. ‘사상계 경제팀’을 비롯한 지식인들이 군사정권의 경제정책에 호응하였던 것은 군사정권이 이들이 구축해온 개발 담론을 적극적으로 전유해가고 있었기 때문이었다. 사상계는 분명 반공 민족주의, 근대주의로 가득 찬 텍스트이다. 그러나20세기는 민족주의와 근대주의의 시대였고, 식민지에서 해방된 직후 냉전과 분단, 전쟁과 전후 북한과의 체제 경쟁에 휘말려 있던 한국 지성계가 민족주의와 근대주의를 넘어선다는 것은 어쩌면 그 시점에는 불가능한 일이었다. 오히려 우리는 한국의 지성계가 축적해온 개발 담론이 군사정권의 경제개발계획에 일정하게 반영되면서 자본과 시장 주도의 자유주의가 아니라 국가 주도의 계획이라는 방식으로 정초된 점에 주목해야 한다.6·25 전쟁 후와 군사정권 등장 후 균등경제와 공익실현을 위해 마련되었던 헌법 조항들이 대폭 손질됨으로써 제헌헌법에서 국가에 부여되었던 역할 중 공공성의 영역은 현저히 축소되었고, 국민생활은 자본의 논리와 생산력 지상주의에 밀려날 수밖에 없는 취약성을 가지게 되었다. 그러나 국민생활의 안정과 향상, 복지국가의 실현이라는 국가의 역할은 여전히 군사정권 경제개발계획의 기본 목표로 표방되고 있었다. 이는 적어도 군사정권이 국민들의 삶의 문제를 해결하지 않고는 변화와 혁명을 표방할 수 없었다는 점을 보여준다. 그런 점에서 군사정권의 경제개발계획은 일종의 ‘수동혁명’적인 성격을 띠고 있었다. 군정연장과 한일협정 반대투쟁을 통해 군사정권과의 경계선을 찾사상계를 비롯한 비판적 지식인들은 이제 군사정권에 의해 전유된 개발담론의 한계를 근본적으로 성찰하고 대항담론을 만들어내야 할 과제를 안고 있었다.The Sasangge Economy Team organized in the late 1950s with members Lee Sang-goo, Yoo Chang-soon, Lee Dong-wook and Lee Chang-ryeol under the leadership of Seong Chang-hwan contributed discourses for the economic section of Sasangge and led development discourses from the late 1950s to the early 1960s. 'The Sasangge Economy Team' aimed at rapid industrialization and economic growth through government-led industrialization policies and economic development plans. With the occurrence of the 5·16 Military Coup, the Sasangge group approved it as a national revolution succeeding the 4·19 Revolution, and provided active participation and support to the military regime. The economic development plans promoted by the military regime had many things in common with the development discourses of the Sasangge Economy Team in that they concentrated on major backbone industries (electric power, coal, petroleum refining, fertilizer and iron) and labor-intensive industries, emphasized economy in consumption and frugality, strengthened the role of internal resources, especially, the government’s financial sector rather than external resources, and targeted economic growth as high as 7%. From the beginning just after the coup d’etat, the military regime organized extensive advisory committees for the Supreme Council for National Reconstruction and other governmental departments and built up the framework of economic policies. The reason that Korean intellects including the Sasangge Economy Team advocated the military regime’s economic policies was that the military regime actively appropriated the development discourses that they had established. Sasangge is obviously a text full of anti-Communist nationalism and modernism. However, the 20th century was the age of nationalism and modernism, and in those days it was almost impossible for the Korean intellectual circle, which was caught up in the cold war and the division of the country just after the Liberation, the Korean War, and postwar regime competition, to go beyond nationalism and modernism. Rather, we should take note that, as part of development discourses accumulated by the intellectual circle were reflected in the military regime’s economic development plans, government-led planned economy was settled instead of liberal economy led by capitals and markets. After the Korean War and the emergence of the military regime, constitutional provisions for economy of equality and public interests were amended drastically. In addition, among the roles assigned to the state by the First Constitution of Korea, public areas shrank considerably and people’s life was forced out by the logic of capital and productivity-first policies. Nevertheless, the state’s roles such as the stability and improvement of people’s life and the realization of a welfare state were still included as the basic goals of the regime’s economic development plans. This suggests that the military regime was unable to promote changes and reforms without solving problems in people’s life. In this sense, the military regime’s economic development plans are a kind of ‘passive revolution’ by nature. Critical intellects including Sasangge who found a boundary with the military government through their struggles against the extension of the military rule and the Agreement between Korea and Japan in 1965 were faced with the tasks to reflect fundamentally on the limitations of development discourses appropriated by the military regime and to develop counteracting discourses.
