이 연구는 지방정부의 재난대응체계에 관한 비교연구로서 한국과 일본에서 발생한 해양유류유출사고를 중심으로 분석하였다. 분석의 틀로는 Comfort가 제시한 재난대응체계 모형(Models of Rapid Response Emergency System)을 응용하여 비교분석을 실시하였으며, 분석대상은 환경여건이 비슷하고 대규모 유류유출사고가 발생했던 일본의 나호토카호 사고와 국내의 허베이 스피리트호 사고를 중심으로 살펴보았다. 분석 결과, 제도적 측면에서는 국내의 지방정부는 일본과 달리 여전히 형식적인 통합시스템으로 운영되고 있어, 실질적인 유관기관간 네트워크 형성이 부족하였다. 결과적으로 재난대응 측면에서 일본은 지방정부 주도하에 유관기관 및 전문기관의 협조를 얻는 반면, 우리나라의 지방정부는 제도적 한계로 인하여 전문기관은 물론 민간부분의 유기적 공조협력 체계도 구축하지 못하였다. 재난복구 측면에서는 일본은 20만명이 인터넷과 팩스 등을 활용하여 적극적인 참여가 이루어졌으며, 우리나라도 100만명 이상 자원봉사자들이 참여하여 신속하게 복구작업이 진행되었다. 하지만 국내의 경우 지방정부의 관리능력 한계로 인하여 재난상황 및 자원에 대한 관리, 정보공유가 원활하지 않는 모습을 보이는 등 재난대응체계에 허점을 드러냈다. 이 연구는 향후 지방정부차원의 실질적인 재난대응체계에 관한 재난정보 공유와 유관기관의 유기적 협조체계 구축 등 재난대응체계의 효과성을 제고하기 위한 방안을 도출하는 방향을 제시해주는데 의의가 있다.This study is a comparative study on the emergency system of Korea and Japan that analyzes the local government reactions to oil spills caused by ship collisions in Korea and Japan. The study applies the Comfort's Models of the Rapid Response Emergency System as a framework for analysis and compares the Nahotoka oil spill accident in Japan with the Hebei Sprit oil spill accident in Korea. The results of the comparative analysis indicate that the integrated system of the local government in Korea is still being operated perfunctorily so that closer cooperation among local governments could not be established. Consequently, in terms of disaster recovery systems, the local governments of Japan actively led the cooperation by government offices, but the local government in Korea could not establish a mutual-assistance system among the government offices as well as public groups. In Japan, 200,000 people enlisted in the recovery work and the work was effectively completed. However, the local government showed a lack of capability in the emergency systems even though the recovery work in Korea proceeded rapidly with 1 million active participants in the recovery.
