이 연구는 발전국가 시대 국가공공성을 역사적으로 재구성함으로써 한국에서 공공성의 특성과 형성의 사회적 맥락을 보여주는 것을 목적하였다. 한국 발전국가에서는 강력한 국가와 종속적 시민사회에서 국가공공성의 요소가 지배적인 공공성의 형태였다. 국가공공성은 공민성, 공개성, 공익성 세 가지 공공성의 측면에서 서구의 발전된 복지국가와는 다른 형태를 보였다.
공민성의 측면에서 국가가 사회문제 형성과정에서 국민의 의사를 반영하는 형식적 민주주의조차 온전히 허용하지 않았다는 점에서 이시기 공민성의 특징은 제한된 대의적 공민성이라 할 수 있다. 공개성 측면에서 지배적인 성장담론에 어긋나는 균형담론의 공개는 제한되었고 탄압되었다. 이런 점에서 발전국가의 공개성은 과시적 폐쇄적 공개성의 특성을 보였다. 공익성의 측면에서도 사회정책의 목표는 경제성장 목표와 국가안보 목표에 종속되었다. 복지제도의 혜택은 소수의 핵심 산업과 공공영역의 노동자층에 집중되어 시혜적으로 실시되었다.This paper shows the characteristics and formation of publicness in Korea by examining the state publicness in the period of developmental state. State was strong and civic society was weak in developmental state; this historical context made state publicness dominate in Korean society. The characteristics of state publicness differed from those of publicness in developed Western countries in three ways: public citizenship, pubic openness, and public interest. First, public citizenship was limited since the state prohibited Korean citizens from suggesting and forming public social agenda. Second, public openness was nearly closed since the equality discourse that might conflict with the logic of development discourse was oppressed and disallowed. Third, public interest was subject to state policy since the social policy was made to serve the goals of economic development and those of national security.
