대북정책은 그 어떤 정책보다 국민적 지지와 합의가 중요하지만 정권에 따라 그 내용이 달라질 뿐만 아니라 정책에 대한 개인의 선호도와 개인이 갖고 있는 다양한 특성(요인)에 의해 달라질 수 있다. 또한 엘리트 담론과 대중여론 간에 차이가 존재할 수 있음에도 불구하고 지금까지 대북정책에 대한 평가와 논의는 학자와 관료 등 엘리트 그룹을 중심으로 거시적 차원에서 이뤄지고 있는 측면이 있다. 이런 점에서 개인 수준에서 개인이 갖고 있는 어떤 특성이 대북정책에 대한 선호를 결정하고 선호를 지속 혹은 변화시키는 데 영향을 주는지에 대한 이해를 높이는 것은 정책에 대한 국민적 합의를 이끌어내는 데 많은 도움을 줄 수 있다. 이러한 문제의식 하에 본 연구는 서울대 통일평화연구원에서 2007년부터 매년 실시하고 있는 통일의식조사 중에서 서로 다른 내용의 대북정책을 추진했던 노무현 정부(2007년)와 이명박 정부(2012년) 후반기에 실시된 조사자료를 사용해 대북정책에 대한 개인의 선호 결정요인과 그 결정요인의 지속과 변화를 분석함으로써 정책적 시사점을 도출하고자 한다. 이러한 작업은 그동안 국제적?국가적 또는 제도 차원에서 이뤄지던 대북정책 논의를 개인 수준으로 확장시킬 뿐만 아니라 대북정책 지지의 중요한 주체인 국민 개인이 갖고 있는 어떤 특성이 정책선호에 영향을 주는지를 가시화하는 의의가 있다.South Korean policies towards North Korea under Roh Moo-hyun and Lee Myung-bak administrations remains under serious consideration regarding the use of economic engagement to foster needed changes in the North Korean economic system. Public opinion surveys have shown that South Koreans are divided into two groups?those who support engagement policies and those who support disengagement policies. However, what individual policy preferences are and what affects the establishment of individuals’ North Korea policy preferences have received little attention in inter-Korean relations studies. This study examines the determinants of individual policy preferences and the continuities and changes of the determinants of South Korean policy towards North Korea under Roh(2007) and Lee(2012) administrations, using the individual-level survey data conducted by the Institute for Peace and Unification Studies of Seoul National University. This study shows that although the levels of public support for each administration’s policies towards North Korea are not much different, individuals are likely to support the policy based on their ideational position and regional background which become close to those of the incumbent president and ruling party. It also finds that individuals prefer engagement policy to disengagement policy if they have a strong and intense aspiration for the reunification of the two Koreas. These findings illustrate that there may be differences between elite opinion and public opinion even if public discourse on the South Korean government’s policy towards North Korea has been dominated by elite opinion.
