The purpose of the study was to develop a middle school water environment education program, apply the program, and analyze the effects of the program. The water environment education program improves ability to take action about water environment change. The results of this study are as follows: First, the middle school water environment education program was developed to cover eight topics. The middle school water environment education program contained water ecosystem, water environment, conservation of water environment. Secondly, the results of the program’s application showed that the middle school water environment education program improved the knowledge and understanding level of students, awareness, attitude towards, and the will of students to act in accordance to conservation of sustainable water environment
