2000년도 이후 우리나라는 사회 각 부문의 분권화가 진행되는 가운데 지방교육행정체제 개혁이 본격화되고 있다. 국가가 지니고 있던 주요 교육관련 권한들을 각 지방으로 위임·이양시키고 있으며, 최근에는 단위학교의 자율성과 책무성을 지원하기 위해 지역교육청을 개편하려는 노력도 시도되고 있다. 본 연구는 우리나라와 유사한 방향으로 지방행정체제의 개혁이 진행되고 있는 일본의 사례를 분석하여 향후 우리나라 지방교육행정체제 개혁에 주는 시사점을 도출하였다. 일본의 지방교육행정체제 개혁은 주요 법률에 제시된 국가, 지방교육위원회, 단위학교의 교육 권한을 중심으로 분석하였으며, 교육권한 배분에 따른 책무성 기제도 함께 제시하였다. 일본의 지방교육행정체제 개혁 논의의 핵심은 우리나라와 마찬가지로 단위학교의 자율성과 책무성을 증진하는데 있으며, 국가 및 지방 교육위원회의 기능과 역할 재구조화, 학교장의 재량권한 확대 등이 주요 과제로 추진되고 있다.In the middle of that our country has been progressed the decentralization in each section of society since 2000, the reform in the local education administration system is being substantiated. Main education-related authorities, whichthe nation had possessed, are being entrusted and transferred to each region. In recent days, even an effort is being attempted for reorganizing the Regional Office of Education in order to support autonomy and responsibility in unit school.
This study elicited implications, which give to the reform in our country's local education administration system in the future, by analyzing Japan's case that the reform in local administration system is under progress into the similar direction to our country. The reform in Japan's local education administration system was analyzed centering on the educational authorities in the nation, local education committee, and unit school, which are suggested in the main law, and was presented even the mechanism of responsibilities according to distribution of educational authorities.
The core in discussion about the reform in Japan's local education administration system relies on promoting autonomy and accountability in unit school same as our country. And, main tasks are being driven such as restructuring the function and role in the national and regional education committee and expanding the principal's discretionary authority.
