본 연구는 일본의 영세사업자 조직화 정책의 교훈으로부터 우리나라 영세사업자인 소상공인의 조직화에 필요한 정책적 시사점을 도출하고자 하였다. 문헌연구를 해보면 일본은 영세사업자의 점포 및 상품구색 표준화 결여, 공적지원 시설물 노후화, 정부지원을 받은 조직화를 이어갈 민간차원의 역량부족, 조직화의 만장일치제 운영 합의방식이 갖는 문제점 등으로 조직화 정책이 한계를 보인 것으로 평가된다. 그리고 이러한 일본의 조직화 정책의 교훈을 우리나라의 영세사업자인 소상공인의 조직화 문제에 적용하여 로짓분석을 한 결과, 소상공인 지원정책 추진시 가입조직을 운영하는 인력에 대한 교육 및 훈련, 협업사업의 활성화, 초기단계에서의 한시적인 정부지원의 강화 등이 필요함을 볼 수 있었다.This study investigates the policy implications for Korean micro enterprises from the lesson of Japanese organization policies. Previous literatures show that Japanese micro enterprises have experienced many problems, such as insufficient standardization of store and product type, facilities deterioration, scarce business resources and knowhow for organization, and irrational agreement method of solid voting. Based on the limitation of Japanese organization policies, we apply logit model analysis to draw the implications for Korean micro enterprises organization. Our estimation results show that Korean micro enterprises need for more skilled and educated manpower, vitalization for cooperation, temporary government support at an early stage. The estimated coefficient, which captures the level of business cooperation among micro enterprises, is 0.663 and statistically significant. The estimated coefficient of skilled and educated manpower is 1.359 and that of government support is 0.803 respectively at the 5% significance level.
