그간 탈북민 일자리 연구와 관련 조사들이 많이 이루어져 왔으나, 기업인의 관점에서 탈북민 노동력을 평가한 연구는 없었다. 본 연구는 탈북민 최대 밀집지역인 서울남부 지역 사업장 307개(탈북민 채용기업체 100개, 미채용기업 207개)를 조사하여, 노동력 수요요인, 노동력 활용 장애요인을 파악하고, 외국인 및 내국인 노동력과의 비교 평가하였다.
탈북민 노동력을 주로 활용하는 기업은 근로여건이 열악한 인력부족 기업체들이었다. 이들 기업들은 탈북민 인력관리 시, 문화적 차이 때문에 애로를 겪었지만, 좋은 조건의 탈북민 고용지원금의 유인에 끌려 또 항상적 인력부족 때문에 탈북민 노동력을 고용하고 있었다.
채용기업들의 외국인, 내국인, 탈북민 노동력 선호도를 살펴본 결과, 기업들은 내국인을 가장 선호하였고, 외국인보다는 탈북민 근로자를 선호하였다. 기업들은 탈북민들에게 내국인보다는 약간 낮은 임금을 주고 있었으나 탈북민들의 생산성에 비한다면 높은 임금이라고 보고 있었다. 채용기업주의 절반가량은 앞으로 추가 채용할 의사를 갖고 있었다. 향후, 한국사회에서 탈북민 근로자들은 부족한 내국인 노동력을 대신하면서 외국인 근로자보다는 조금 더 선호되는 대체인력으로 인력부족업종 분야에서 자리 잡아 나갈 것으로 전망된다.
남는 문제는 두 가지이다. 첫째, 인력이 항상적으로 부족하고 국내 근로자들이 기피하는 기업에게 구태여 정부의 지원금을 줄 때 발생하는 시중효과 문제와 근로조건이 열악한 기업체의 탈북민 고용선호가 탈북민의 사회통합에 미칠 부정적 영향이다. 이를 연구의 후속과제로 제안하고자 한다.There have been high interest in and surveys on jobs for North Korean Migrants, but few studies have been made to evaluate the labor force of North Korean Migrants from entrepreneurs’ viewpoint. Thus this study purposed to identify factors related to the demand of labor force and obstacles to the use of labor force, and to compare labor force between aliens and natives by surveying 307 workplaces (100 companies with North Korean Migrant employees and 207 without) in the southern area of Seoul having the largest population of North Korean Migrants.
Summing up the results, companies utilizing the labor force of North Korean Migrants were mostly businesses with poor working condition and under labor shortage. Despite difficulties in labor force management resulting from cultural differences, they employed North Korean Migrants as they were attracted by the government’s subsidies for the employment of North Korean Migrants and they were always short of labor force.
In the results of surveying companies’ labor force preference for aliens, natives, and North Korean Migrants, they preferred natives most, and preferred North Korean Migrants to aliens. They paid North Korean Migrants a somewhat lower wage than that to natives but considered the wage high for their productivity. Around half of the employers had the intention to employ more North Korean Migrants. As North Korean Migrant workers are expected to fill the shortage of labor force in future Korean society, they will be settled as substitute labor force preferred to alien workers particularly in industrial areas under labor shortage.
There are two questions to be answered. One is whether the government should grant subsidies to companies that are always under labor shortage and avoided by native workers and the other is how the social integration of North Korean Migrants can be achieved if only companies with relatively poor working condition prefer the employment of North Korean Migrants. These questions are suggested as tasks for future research.
