이 연구는 한국과 미국 대선의 치안정책 공약을 탐색적으로 분석함으로써 정치권의 관심을 유도하고, 향후 치안공약이 정책으로 반영될 수 있는 기초자료를 제공하는 것을 목적으로 한다. 이를 위해 1992년을 기준으로 우리나라의 경우 14대부터 17대까지, 미국의 경우 1992년부터 2008년까지의 치안환경과 대선 치안정책 공약을 대상으로 비교분석 하였다. 자료의 수집과 방법은 우리나라의 경우 각 후보자의 선거캠프로부터 정책자료집과 선거홍보물 등을 활용하여 내용분석의 과정으로 분석하였다. 미국의 경우는‘The American Presidency Project'에서 제공하는 공화당(Republican Party)과 민주당(Democratic Party)의 정책공약에서 내용을 추출하는 방식으로 분석하였다.
이 결과 미국 대선의 경우 치안정책은 항상 핵심정책으로 제시되며, 2000년 이후부터는 핵심전략의 내용 중 다수·우선순위를 차지하고 있었다. 뿐만 아니라 국민요구에 실질적인 대안을 모색하거나, 형사사법 운영의 구체적인 전략을 제시하고 있다. 즉, 종합적인 범죄대책을 수립함으로써 치안정책이 정치프로그램으로 정착됨을 알 수 있었다.
반면, 한국 대선의 경우 사회적 취약계층 대상의 범죄에 대한 관심이 부족함에도 종합적인 범죄문제의 해결방안 또는 구체적인 프로그램을 제시하지 못하고 있다. 즉, 정치이념의 선거로 인해 국민보다는 정치권의 관심이 정책의 우선순위가 되고 있음을 알 수 있다.
선거공약은 유권자의 선거수요이며 출마자가 지역문제를 인식하는 현안 목록이다. 따라서 치안·안전공약이 정책으로 입안되기 위해 대통령 선거가 정치이념보다는 치안·안전문제에 공감대를 형성하고, 문제해결을 위한 지속적인 관심을 유도해야 할 것이다.This study is to analyse presidential election pledges of public policies from both Korea and the USA. The purpose of this study is to be used as the basis for actualizing public policies through attracting interests in the political field.
In order to compare two countries' policies, presidential campaign pledges of public security from 14th to 17th Korean elections were examined, while U.S presidential pledges from 1992 to 2008 were analysed. This study uses promotional materials of Korean presidential policies. In case of U.S, it gathers presidential campaign pledegs from two parties, Republican Party and Democratic party, which are informed from the Internet web-site, 'The American Presidency Project'.
U.S presidential pledges always consider public policies as important issues and then these take priority over other policies after 2000. In addition, U.S presidential pledges show sincere efforts toward meeting the public demand for security and even suggest concrete strategies of administrating criminal justice system. Thus, it is found in U.S presidential pledges that security policies are involved in political programs by establishing comprehensive crime prevention.
However, Korean presidential pledges show lack of consideration for the socially weak such as teenagers, women and criminal victims. It can be understood that Korean political ideology tends to drive presidential elections toward political interests rather than satisfying the public demand.
Public opinions should be reflected in presidential campaign pledges, which give practical answers to current problems. Therefore, presidential candidates should be more sensitive to the severity of security problems and continuously lead the public to a better understanding of this matter in order to take public policies into practice.
