This study analyzed a total of 23 math applications at elementary and secondary level based on universal design features for learning for providing smart learning. Also, this study analyzed how students with learning disabilities used the universal design features in the math applications. Ten application developers and 18 special education teachers participated in the evaluation of math applications and 15 students with learning disabilities participated in the usability testing of math applications. The results of this study showed that almost all of the math applications included the universal design features for learning at a pretty low level except for the universal design features related to provision of practice problems, progress monitoring, and adaptation of problem difficulty level. The results of the usability testing showed that the students with learning disabilities used the universal design features at a pretty low level except for the features related to provision of practice problems and adaptation of problem difficulty level. Based on these results, the study discussed how to design and develop math applications for provision of smart learning for all students including students with disabilities.
