崔承祐는 나말여초의 대표적 지식인으로 崔致遠, 崔彦撝 등과 함께 흔히 신라 三崔라고 불린 인물 중 한 사람이다. 그는 신라 말기의 입당 유학생 중 유일하게 후백제 정권에 참여한 인물이다. 본 논문은 이러한 최승우를 통해서 후백제 정권의 일면을 살펴보고자 한 것이다.
중대 이후로 신라 사회는 골품제적 통치 기구와 관료제도의 한계를 유학적 질서를 통해 극복해보고자 하는 노력을 기울였다. 그 결과 관료 선발에 있어 그 능력에 차등을 두는 讀書三品科가 시행되고, 당제의 文散階가 도입되기도 하였다. 이에 더불어 신라 왕실은 입당 유학생들에 대한 우대를 통해 왕권을 강화하는 정책을 폈다. 이는 골품제의 현실적 제약이 상존하였던 당시, 6두품 출신 지식인들의 관직 진출과 성장에 큰 도움이 되었다.
최승우 역시 이를 이용한 정치적 성공을 기대한 입당 유학생의 한 사람이었다. 그는 진성왕 4년(890) 영암 지역을 통해 당에 들어갔다. 최승우는 입당 직후부터 당의 재상이었던 韋昭度 및 관인층, 문사 등과 교유하면서 활발한 유세 활동을 벌였다. 晩唐의 詩風을 가진 그의 시 10수는 대부분 이 과정에서 만들어진 것이다. 그리고 입당 3년 뒤인 진성왕 7년(893)에 진사시에 급제하여 빈공급제가 되었다. 그러나 당말의 혼란한 정치 상황 속에서 신라인 빈공진사의 한계는 분명하였고 이 시기 그는 문한을 담당하는 미관말직을 전전한 것으로 보인다.
효공왕 5년(901) 이후 어느 시점부터 그는 훗날 오월왕이 되는 절도사 錢鏐 휘하에서 활동한 것으로 보인다. 이 시기는 전주로 천도한 이후 견훤에 의한 활발한 대 오월 외교가 펼쳐지던 시점이다. 당시 후백제 견훤 정권은 관료제도를 정비하고 연호를 제정하는 등 후삼국의 어느 국가보다도 빠른 성장을 보이고 있었다. 견훤은 승려 출신으로 신라와 비타협적인 태도를 견지한 궁예와는 달리, 신라 정규군의 裨將 출신으로 외교와 문한에 대한 지식도 갖춘 인물이었고 명분론에 불과하였지만 신라의 ‘西面都統’을 자임하기도 하였다. 이는 최승우가 귀국 과정에서 후백제를 선택하게 되는 한 이유가 되었을 것이다.
견훤 정권에 귀부한 이후 최승우는 자신의 문한적 능력을 통해, 외교 업무에 주력하였을 것으로 판단된다. 그러나 920년대 중반 이후에 들어서면, 이러한 역량을 바탕으로 지방제도 개혁과 金剛으로의 후계 구도 정비 등, 견훤이 취한 일련의 왕권 강화 시책에 앞장섰을 것으로 보인다. 여기에는 자신들의 유학적 지식을 통해 왕권 강화에 적극 협조한 최승우를 비롯한 입당 유학생들의 역할이 컸을 것이다.
한편, 이들 입당 유학생들과 견훤과의 결합은 재지적 영향력과 군사적 기반을 가진 호족들의 이탈과 저항을 불러왔다. 경순왕 6년(932)에 발생한 30여 호족들의 이탈, 경순왕 9년 神劍에 의한 반란은 이러한 저항이 표면화된 것이라 생각된다. 신검에 의해 ‘권세를 농단한 간신’으로 지적된 인물들은 바로 이런 입당 유학생을 대표로 하는 견훤의 친위 세력으로 보이며, 그 중심에 신라 삼최의 일인인 최승우가 있었을 것이다.Choi Seung-woo(崔承祐) was one of the representative intellectuals in the late Silla(新羅) and the early Goryeo(高麗) dynasty. In those days, Choi Seung-woo was called ‘one of three Choi(三崔)’ along with Choi Chi-won(崔致遠) and Choi Eon-wi(崔彦撝) in Silla. In the late Silla, he was only involved in the Later Paekche(後百濟) regime among overseas students in Tang dynasty.
Choi Seung-woo was one of overseas students moving to Tang(唐) to overcome the realistic constraints of Golpum(骨品, Bone Rank) system of Silla. He entered Tang in 890. It is estimated that he was escorted by Gyeon Hwon(甄萱) when he went to Tang by passing through Yeongam(靈巖) province. Choi Seung-woo was actively sought for an official position by interacting with the prime minister of those days Yi So-do(韋昭度), officials, and literary men. His 10 poems which have the style of the late Tang period were mostly created in this period. After 3 years entering into Tang, he was passed in the Classics and Literary Licentiate Exam(進士科) in 893. However, his limit as a person of Silla was distinctive under the chaotic political situation of the late Tang, so that he was destined to stay in the low position of office.
After 901, he began to work under the military governor, Jeon Ryu(錢鏐) who became a king of the kingdom of Wuyue(吳越) later. During this period, diplomacy to the kingdom of Wuyue was actively made by Gyon Hwon following the transference of the capital to Jeonju(全州). In those days, the regime of Gyon Hwon established bureaucratic system and designated the name of its regime, showing faster development than any other country of the Later Three Kingdoms. Compared to Gung Ye(弓裔), who had an uncompromising attitude toward Silla, Gyon Hwon was equipped with knowledge of diplomacy and literary arts as a former general of Silla. Therefore, he pretended to be an army commander of the Silla’s western area(西面都統). This might have given the reason of selecting the Later Paekche to Choi Seung-woo on his way of returning to Silla.
After joining the regime of Gyon Hwon, Choi Seung-woo was supposed to focus on the foreign affairs through his literary ability. However, after the mid 920s, it was estimated that he took the lead in strengthening the royal authority such as the reformation of the local system, the succession of the king and the like, based on his capability. The Later Paekche was faced with a serious crisis after Gochang(古昌) combat in 930, but it recovered its national power in a very short time. It is estimated that the role of officials who had studied in Tang including Choi Seong-woo was great in this fast recovery.
Meanwhile, the combination of Gyon Hwon and officials who had studied in Tang resulted in the resistance of the Local Gentry(豪族) that had a local-based influence and military base. 30 Local Gentries rose in revolt in 932 and with the rebellion by Shin-geom(神劍) in 935, Local Gentries’ resistance against the regime came to surface. It is estimated that overseas students who had studied in Tang became the power of Gyon Hwon, wielding exclusive power as pointed out by Shin-geom. In particular, it is supposed that Choi Seoung-woo, who was one of three Choi, must have been considered to be a center of them.
