본 논문의 목적은 국회선진화법이 통과 된 이후 시작된 19대 국회가 정치변화에 대한 국민적 요구에 부응할 수 있도록 이전의 국회와 뚜렷하게 달라진 형태로 운영되기 위해서는 무엇이 어떻게 바뀌어야 되는지에 집중하여 논의하는 데 있다. 이를 위해 먼저 민주화 이후 국회가 파행적으로 운영되어 온 실태와 이를 야기한 구조적 요인들, 그리고 대통령제하에서 원활한 국정운영을 위한 협력적인 정치의 필요성에 대해 논의하고 있다. 이어서 파행적 국회운영을 극복하기 위해 마련된 국회선진화법의 주요 내용을 간략하게 검토하고, 국회선진화법 이후의 국회가 파행적 국회운영의 극복이라는 입법 취지를 성공적으로 실현해 내기 위해서는 어떠한 변화들이 이루어질 필요가 있는지를 원내정당 운영방식을 포함한 국회 운영방식과 대통령-국회 관계를 중심으로 제시하고 있다.This article aims to explore what is to be done in the 19th National Assembly in order to respond to Korean voters’ strong demand for the change in legislative process. The National Assembly Act was revised in May 2012 to overcome frequent confrontations and deadlock in the post-democratization Korean legislature. After discussing the importance of accommodation and compromise in legislative process and governance under the presidential system of Korea, this article briefly examines major contents of the revised National Assembly Act. In order to have a more consensual legislative process in accordance with the revised National Assembly Act, it is suggested that the autonomy of lawmakers as well as parliamentary party needs to be enhanced, and that the establishment of a new presidential-legislative relationship is required to facilitate conciliatory practices among key players in legislative process, including president, governing party and opposition party.
