이 연구는 유엔에서 채택된 일련의 북한인권 결의에 나타난 북한인권 실태와 개선방안을 종합적으로 분석하는 한편, 10여 년 동안의 결의에 나타난 논의 추세와 특징을 도출해보고자 한다. 이를 통해 북한인권 개선을 위해 국제인권기구가 수행할 수 있는 잠재적 역할과 그것이 남한의 북한인권정책에 주는 함의를 생각해보고자 한다. 이를 위해 2003-2013년 현재까지 채택된 17개 유엔의 북한인권 결의를 수집 분석하는 방법을 취하였다.
분석결과, 국제사회는 북한인권을 매우 심각하게 인식하고 있고 그런 반응은 더 뚜렷해지고 있고, 그에 따라 다양한 개선방안을 제시해왔다. 유엔인권기구는 북한인권 결의 채택 외에도 다양한 메커니즘을 활용하여 북한인권 개선에 나설 수 있다. 인권침해 감시, 인권 침해 피해자 구제, 북한의 인권개선 능력 증진, 북한인권 개선 채널의 다변화 등이 그런 예들이다. 한국정부도 유엔의 북한인권 결의에 일관된 자세를 견지하는 한편, 유엔인권기구와 협력하여 남북, 역내, 국제적 차원에서 복합적인 활동을 전개할 필요가 있다.This study aims to thoroughly analyze the situation of North Korean human rights and its improvement in the North Korean human rights resolutions adopted by the United Nations. It will discuss the trend and characteristics of the resolutions over 10 years. This discussion thereby also addresses the potential role of international community in order to improve the human rights situation in North Korea and its implications for South Korea’s approach to this issue. For the research, the study reviewed 17 resolutions adopted by the UN from 2003 to 2013.
As a result, North Korean human rights issues have become a noticeable concern in the international community and they have finally pressured North Korea to comply with universal human rights regime. This situation makes the UN necessary to use their leverage to improve the human rights record of the North such as monitoring of human rights violations, relief of human rights abuse victims, capacity building of North Korea, and channel diversification for human rights improvement. South Korea also, in cooperation with the UN human rigths mechanism, must take a more proactive policies on North Korean human rights issues at multi-levels such as North-South Korea, regional and international cooperaton.
