본 연구는 정책변동을 설명하는 대안적 이론으로서 ‘사회적 구성주의’와 담론연합의 실천적 가능성을 탐색하고 있다. 정책변동이론인 정책옹호연합모형 등 주류 정책이론은 객관적 인과성에 갇혀 인간이 언어와 담론을 통해 구성하는 주관주의적 세계를 제대로 포착하지 못한다는 지적을 받고 있다. 본 연구는 대안적 시각인 사회적 구성주의도 ‘사회적’개념이 매우 포괄적, 추상적이라고 지적하고, 행위자 집단으로서의 담론연합 도입을 통해 이의 한계를 보완한다. 즉, Hajer의 스토리텔링과 Austin의 언어행위이론을 통해 사회적 구성주의가 정책변동에 적용될 수 있는 잠재성을 확대한다. 또한 아시아문화중심도시조성사업 사례를 검토함으로써, 사회적 구성주의를 구체화한 담론연합의 스토리라인이 정책변동을 이해하는데 매우 유용하다는 점을 밝히고자 한다.This study is intended to pursue the practicalities of social constructivism and discourse coalition theory in terms of policy changes. The mainstream policy theories including the ACF or advocacy coalition framework are being criticised for their failures to explain policy changes in the subjective worlds of human beings which consist of languages and discourses. This investigation also pinpoints the abstract conception of the 'social' in social constructivism, thereby suggesting the discourse coalitions of policy actors as one of the alternatives, mainly making best of storytelling of Hajer as well as language action theory of Austin. Furthermore, this study seeks after the relevancies of discourse coalition theory on policy changes with the case of Gwangju, Culture Hub City of Asia.
