철도는 식민지제국 일본의 해외영토 팽창과정에서 결정적인 전략적 역할을 담당했다. 이 글은 철도가 제국 일본의 영역성의 사회문화적 변동과정에 어떤 변수로 작용했는지를 식민지 철도관광의 전개 양상에 초점을 맞춰 살펴보고자 했다. 필자는 광범위한 국내외 선행연구의 성과를 바탕으로 제국의 철도망과 식민지 관광의 관계에 대한 이론적 종합을 시도하기 위해 ‘철도제국주의’와 ‘관광식민주의’라는 새로운 개념을 도입했다. 이를 통해 후발·군국·근린 제국주의국가 일본이 그 지리적 영역성을 확대하는 과정에서 해외영토에 대한 ‘형식적 포섭’과 ‘실질적 포섭’이 계기적으로 구분하여 이루어졌음을 밝혀내고자 했다.
‘일본형 철도제국주의’는 근대전환기 동북아 국제정세 변동과 긴밀히 맞물려 형성된 것으로, 형성 초기 정치군사적 성격이 매우 강하다는 점이 주된 특징을 띤다. 하지만 근린제국주의라는 지리적 특성상 정세가 안정화될 경우에는 사회문화적 활용도가 매우 커진다는 점도 특징적이다. 특히 대륙과 열도를 연결하는 반도에 위치한 조선철도의 경우는 이러한 성격 변화가 매우 잘 드러난 사례에 해당한다. 일제하 조선의 철도는 일본 본국은 물론 대만에 비해서도 발전 정도가 매우 더뎠으나, 화물우위형인 대만에 비해서는 상대적으로 여객우위형의 성격을 띤 편이었다.
조선의 철도는 조선총독부 직할경영체제가 도입된 1920년대 후반부터 공격적 경영에 나서 본격적인 관광진흥정책이 전개되었는데, 이는 제국 일본 전체의 관광산업 활성화와 연동된 것이었다. 따라서 식민지 조선의 철도관광에서 나타난 관광 담론은 같은 시기에 일본제국 전체의 지리적 판도에서 출현한 식민지 관광이라는 사회문화현상과의 연관성 속에서 파악할 필요가 있다.
필자는 ‘관광식민주의’ 개념을 통해 유동하는 제국의 영역성에 따라 다변화하는 식민지 관광 담론의 변동 양상을 포착해야 함을 강조했는데, 이를 위해서는 제국권력과 식민권력 간의 마찰과 긴장, 위로부터의 정책·전략과 아래로부터의 체험·인식의 괴리, 역사유산과 자연경관 등 관광지 유형별 차이 등에 주목하여 관광식민주의를 보다 역동적이고 입체적으로 분석할 필요가 있다. 일본형 철도제국주의와 관광식민주의는 동북아시아 근대의 독특한 지문화적 현상으로서 보다 주의깊게 재인식되어야 한다.Railways carried out a strategic role in the building and expansion of modern colonial empire of Japan. This article aims to figure out the influence of the Japanese colonial railways in the process of the socio-cultural change of the territory of the empire, focusing on the colonial railway tourism. To this purpose I introduced the concepts of Japanese-style railway imperialism and tourist colonialism. The aim of these two concepts is to make clear both the difference and the interrelationships of formal subsumption and substantial subsumption in the making of the geocultural territoriality of Japanese empire. As a strategic measure of the Japanese imperialism, which shows the specific characteristics of a least-developed, militaristic, and neighborhood imperialism, Japanese-style colonial railway imperialism can be characterized as strong polotico- militaristic attributes. But as a neighborhood imperialsm, it can easily and largely be used as a mean of socio-cultural exchange, not to mention economic one, among the metropoles and hinterlands.
In comparison with the cases of other colonies including Taiwan and Manchuria, railways in colonial Korea were less developed. The full-scale development of the colonial Korean railway, including the acceleration of the touristic business, started in the mid-1920s immediately after the transfer of the management rights of the railway company from the Manchurian railway company to the government general of colonial Korea. With the promotion of the railway tourism in colonial Korea, one can witness a dramatic increase of the tourist discourses produced in the socio-cultural mechanism of tourist colonialism. Those discourses should be interpreted not only in the politics of colonial assimilationism including the conflicts and ruptures of imperial power and colonial power, but also in the broad historical contexts of geo-cultural transformations in modern northeast Asia.
