The purpose of this study is to analyze the management model of Korean SOEs in behalf of Ecuador which is recently eager to learn Korean experience and lessons. This study was implemented as one of KSP project aiming international knowledge transfer. We derived some recommendations for enhancing management efficiency in the public sector of Ecuador from the analysis.
We examined the situation of Ecuador in terms of industrialization strategy and SOEs management. In particular, petrochemical sector is the primary concern because it is the largest and most important industry in Ecuadorian transformation plans. And then, Korean cases of public-private management in oil refining industry and management efficiency at POSCO were introduced.
Among the four models that could improve management efficiency at SOEs, direct controls by the government and an autonomous management system are proposed as measures to be implemented in the short-term, while a system of competition and privatization are proposed as measures for the mid- and long-term. Moreover, some ways of improving the administrative practices are recommended.
