본 연구에서는 원자력 정책을 둘러싼 다양한 이해관계자들의 원자력 수용 태도에 대한 이해증진과 효율적인 소통방안을 도출하고자 하였다. 이에, 본 연구는 원자력 정보제공자(또는 정보원)가 제공하는 원자력 메시지를 네 종류(① 사회과학자가 제공하는 부정적인 메시지, ② 자연과학자가 제공하는 부정적인 메시지, ③ 사회과학자가 제공하는 긍정적인 메시지 그리고 ④ 자연과학자가 제공하는 긍정적인 메시지)로 조작하고 각 각의 영향력을 검증하고자 하였다. 세부적으로, 각 원자력 지식 전달 메시지의 영향도는 이해관계자들의 원자력 전반에 대한 지식의 수준(높음 vs. 낮음) 그리고 거주지의 원자력 시설 근접정도(근거리 vs. 원거리)에 따라 조절(moderation) 될 수 있다는 가설을 중심으로 실증적으로 검정하기 위하여 4 × 2 × 2 모형형식(factorial design)의 실험연구(experimental study)를 진행하였다. 연구결과로는, 정보원 주체와 상관없이 부정적 메시지는 이해관계자의 원자력 수용도를 낮추는 부정적인 영향을 주는 반면에, 긍정적 메시지의 영향력은 미비하였다. 또한 같은 정보와 메시지를 수신하였다 하더라도 원자력 지식정도에 따라 그 영향도는 다르게 나타났다. 한편, 근접정도는 수용도에 주 영향을 주지 않았지만 메시지의 영향과 이원적 조절 효과를 보였다. 이에, 수용성 증진을 위한 다차원적 대안과 전략을 마련해야 한다는 함의를 도출하였다.The purpose of this study is to enhance the understanding of the social compliance of publics on nuclear energy policy by combining the 3-way interactive roles of different types of messages, nuclear energy knowledge and the proximity of living around a nuclear facility. For the end, this study used a quantitative approach by using 1,037 participants in a 4 (messages: a negative message of natural scientists, a negative message of social scientists, a positive message of natural scientists, or a positive message of social scientists,) × 2 (nuclear knowledge: high vs. low) × 2 (long vs. short distance of living) experimental design. The results showed that regardless of message types, publics were less likely to accept the nuclear energy policy while they received negative messages while the nuclear knowledge has a main impact on the compliance. And, there was an interactive effect of the messages and proximity on the compliance. The implications of the findings and the directions for further research are discussed.
