고려가 보주 지역에 대한 영유권을 주장할 수 있었던 시기는 요·금 교체시기였다. 고려는 외교적인 방법을 통해 경제적·군사적 요충지인 보주 지역을 획득할 수 있었다. 하지만 실제적으로 보주 지역을 통치하는 데에는 많은 어려움이 따랐다. 지방관이 파견되기는 했지만, 무신집권기 지방관의 가혹한 착취로 인한 반란이 일어났던 것이다. 반란을 일으킨 한순과 다지는 오히려 동진과 연합하여 의주 지역을 공격할 정도였다. 이 지역을 확보하여 자국의 이익과 안전을 지킬 수 있었던 것은 금 시기에 한시적이었던 것이다. 아울러 이 곳은 외적의 침입을 첫 번째로 직면해야 하는 지역이었기 때문에 몽골의 영향을 받지 않을 수 없었다. 즉 고려는 고토 수복 의식을 가지고, 이를 활용하여 보주 지역을 확보했지만, 실제로는 지방 통치가 제대로 이루어지지 않을 정도로 지배력을 미치지 못했다. 고려는 실질적으로 보주 지역의 지배권을 행사할 수 없었던 것이다.Boju was located in the lower part of the Amnokgang, and was a key point to be used as a transportation route to the mainland of China and the excavation area as well as the Korean Peninsula and the Liaodong area. Koryo, even after restoring Boju from Jin, dispatched Bundo army, Doryung, Jungnangjang and Nangjang to the area.
