인권경영은 기업의 사회적 책임, 사회적 가치 창출 등 지속가능한 성장을 위한 경영전략을 넘어 기업의 모든 활동에서 인간의 존엄과 가치를 중시하는 경영을 의미한다. 기업의 사회적 가치 창출이 새로운 경영전략으로서 국제사회에서 필수적인 경영원리로 이해됨에도 불구하고 국내에서의 관심은 여전히 부족하다. 본 연구는 이러한 문제의식에서 출발하여, 규범적 의미를 지닌 인권경영에 대한 새로운 접근과 이를 둘러싼 환경의 변화를 제도주의 조직론에 기반하여 기업의 공공성 문제를 탐색하였다. 실증 분석을 위하여 2005년부터 2013년까지 사업체패널자료를 활용하였으며 기업의 인권경영 시행 요인과 조직외부의 제도적 환경으로부터의 압력이 조직 인권경영 수준에 미치는 영향에 대해 분석하였다. 인권경영의 도입과 시행의 디커플링을 차별금지항목을 통해 하위 분석결과로 확인하였으며, 공공부문의 논의를 포함시킴에 따라 실질적 제도의 정착을 위한 자원투입 및 관리의 필요성과 제도적 환경에 대한 고려를 강조하였다. 본 연구는 활발한 인권경영의 시행을 위한 탐색적 연구로서 그 의의를 지닌다.Human rights management means management that emphasizes human dignity and value in all activities of the company beyond the management strategy for sustainable growth, such as social responsibility and social value creation. Although the international community now requires that companies focus on people and manage for social impact, there is still a lack of interest in domestic companies’ adoption of human rights management. The purpose of this study is to examine the new approach to human rights management with normative meanings and the changes in the surrounding environment from the viewpoint of organizational institutionalism. Using the Workplace Panel Survey (WPS), we analyzed, empirically, the factors affecting Korean companies’ implementation of human rights management from 2005 to 2013. In addition to social responsibility, human resource management, and welfare, the analysis extends to the institutional environment. Additionally, discrimination prohibition items are classified into universal discrimination and additional items and it is confirmed that decoupling occurs in the management of human rights management of enterprises. This study provides an empirical basis for actively enforcing human rights management. In particular, it makes a significant policy contribution in that it facilitates comparison between the private and public sectors. When human rights management is included in the public institution management evaluation, which is one of the major issues in recent years, as shown in the analysis results of this study, it is necessary to put resources into active human rights management and management.
