최근 소셜미디어를 활용하는 외교가 주목받고 있다. 문화외교에 소셜미디어가 활용되면서 문화외교 및 공공외교의 개념도 변모를 겪고 있다. 그러나 기존의 개념으로는 소셜미디어를 활용하고 있는 문화외교의 변화하는 현실을 담아내기 어려운 것이 사실이다. 그러므로 이 논문에선 변화하고 있는 시대에 걸맞은 새로운 개념으로 ‘디지털 문화공공외교’를 제시한다. 디지털 문화공공외교는 공공외교 3.0이라 칭할 수도 있는데, 국민(내국인), 외국인 그리고 정부가 상호 참여하고 네트워크화하는 P2P2G(People to People to Government)가 특징이다. 문화외교에 국민이 참여하여 다른 참여자와 다원적으로 소통한다는 점에서, 특히 SNS 등 소셜미디어를 수단으로 사용한다는 점에서, 이전의 공공외교 2.0 시대와 구분된다. 지금까지 시대적 변화에 따라 소셜미디어를 활용하는 다양한 외교개념들이 등장하였고, 공공외교 개념의 발전과 변화는 문화외교에서도 변화를 초래하였다. 제도적 문화외교, 새로운 공공외교, 디지털 문화공공외교의 세 시기로의 변화가 그것이다. 디지털 문화공공외교는 소셜미디어 수단이 강조되는 최근의 문화외교 현상을 이해하는 데 기여할 수 있는 개념으로, 소셜미디어의 활용이라는 유용성과 문화외교 및 공공외교가 결합된 개념이다.Recently, the roles of social media in diplomacy become more significant. However, current concepts of cultural diplomacy or expanded public diplomacy do not successfully include these irreversible trends of social media use in diplomacy. Based on the previous scholarly works and social media perspectives, this paper addresses three dimensional developments of public diplomacy. Through this, a new concept, ‘digital culture-public diplomacy’ is discussed. The concept of ‘digital culture-public diplomacy’ is different from the previous conceptions in terms of its attention to social media use, the participation and communication of various actors including domestic people, foreigners and the government (P2P2G:People to People to Government), and a new type of network making. This concept is useful in analyzing current trends of cultural diplomacy in which social media is emphasized as a crucial diplomatic tool.
