도시재생의 결과가 젠트리피케이션을 야기하는 경우는 많다. 특히 예술경관이 주도하는 도시재생에서 젠트리피케이션은 예술가들의 작업공간과 주거공간을 위협한다. 한국에서도 낯설지 않은 과정으로, 이미 홍대나 대학로에서 이런 과정을 본 적이 있고, 지금도 대도시의 소위 ‘힙 플레이스’에서 벌어지고 있는 현상이다. 그러나 아직 이 문제에 대처하는 정부 대응은 온정적 수준에 그치고 있다. 본 논문에서는 예술이 주도하는 도시재생에서 예술가의 퇴출을 최소화한 사례로 영국 런던의 혹스턴 지역을 살펴본다. 이 지역에서 예술가들은 쇠퇴한 도심을 재생시키는 견인차 역할을 하지만, 성공한 재생에 뒤따르는 임대료 상승으로 퇴출위기에 몰린다. 그러나 이 위기를 극복하는 방식에 있어 이 지역은 여느 사례와 다른 특징을 가진다. 본 논문의 초점은 예술가들의 주거 / 작업공간을 확보해 지원하는 예술가 지원 플랫폼에 있다. SPACE나 ACME 등 런던의 대표적 비영리기구들은 정부의 행・재정적 지원을 조직해 예술가들에게 저렴한 공간을 제공해 오고 있다. 특히 이들은 젠트리피케이션 이후 현금보조 중심의 기존 전략에 자산보유를 통한 현물보조를 병행해 임대료 상승에 따른 예술가 퇴출을 최소화한다. 이 글은 1960년대부터 혹스턴 지역의 역사적 변천을 검토함으로써, 최근 지속적으로 늘어나고 있는 국내 예술가 레지던스 사업과 도시 재생 사업에 정책적 함의를 도출한다.The more successful urban regeneration can more easily lead to gentrification. In particular, the gentrification after artists-led regeneration frequently brings about displacement processes of artists themselves. This study mainly deals with the way of public intervention to prevent artists displacement by gentrification. It focuses on a Hoxton area of inner London where a deindustrialized location offered artists a socio-spatial environment and productive resource to work since the late 1960s. During the period, some influential artists had established and developed artist support platforms. They negotiated with local councils, the Greater London Authority and the Arts Council England for short leases on abandoned industrial buildings, and created affordable work spaces for artists. However, a strategic change was made by the platforms when they faced a sharp increase in rental price as a result of regeneration in Hoxton. By purchasing freeholds, they could secure studios for artists and the art scene of the area. The paper argues that the in-kind transfer by the platforms has been a buffer to prevent artists’ displacement despite the gentrification since the 1990s.
