Although the Meiji government stated civilization opening as a national mission and attempted modernization, the government's inner object was the restoration of royal sovereignty. Establishing Tenno Ideology was the key method for the legitimate concrete status of Japan in the world order. Because of that, feudal policy and the older culture were not abolished even though Meiji revolutionized and Japan set its goal to become a modern country. In this era, Japanese women were asked to be a “good wife and wise mother” for national prosperity and military power. Social recognition also demanded the acceptance of the concept of hierarchy. Kanno Suga, who is mainly studied in this article, was a well-educated woman in this era. Such social atmospheres of the Tenno ideology and gender recognition were mostly sustained in her time. In her early career, Kanno started her social life as a newspaper reporter. She followed Christianity and tried to follow gender roles in nationalism as intended by the Meiji government. She later accepted Socialism and was linked to the Large Reversal Incident (Tenno Assassination, 1910). Despite the fact that Kanno was a social activist, her image is more likely described as a “Femme Fatale.” There are more reasons other than her love affairs. She experienced the changing recognition of gender roles from nationalism- based to socialism-based. She criticized men and argued for the gender struggle toward the male order. However, such a radical suggestion was not easily accepted by male-centered socialists. This proves that Japanese society and socialism did not step further from the idea of male supremacy which had its background in Tenno ideology. This gender understanding has a strong causation on the fact that Japanese women were systematically forced to join the war-front of the Asia-Pacific War.
