한국의 지방자치에 주민참여의 필요성이 강하게 제기되면서 다양한 주민참여 채널들이 제도화되었다. 본 연구는 참여의 제도적 장치를 갖추게 된 지방자치가 진정한 의미의 주민권한을 실현하는 데 어느 정도나 다가서 있는지를 실제 지방자치 제도의 운영 과정을 중심으로 살펴본다. 이를 위해 본 연구는 중앙 정치 중심의 정치 환경이 강하게 조성되어 있는 대구의 사례를 선택하였다. 문헌과 지역 전문가들의 인터뷰를 바탕으로 대구의 조례제정개폐청구제도, 주민감사청구제도 및 주민소송, 주민참여예산제도의 활용 현황, 그리고 시민원탁회의의 운용 및 마을자치의 현황을 고찰하였다. 주민참여를 활성화하기 위한 다양한 시도가 계속되고 있음에도 불구하고, 지방자치에 대한 행정 담당자들의 왜곡된 인식과 주민들의 자치와 참여에 대한 이해 부족은 제도적 문제와 더불어 참여의 대표성 문제를 야기하고 주민이 없는 지방자치를 초래하는 원인이 되고 있다. 저조한 주민참여는 유력자나 이해관계자 또는 관변단체 위주의 참여를 유도하여 정책결정과정에 민관 거버넌스가 실현될 공간을 축소시키고 있다. 본 연구의 결과는 주민참여의 제도적 개선 뿐 아니라 공무원과 주민에 대한 자치교육, 그리고 주민의 정치적 효능감과 신뢰를 제고하기 위한 지방정부의 적극적인 정책과 피드백 필요성을 제기한다.This study explores how local government now having institutional devices of resident participation realizes civic empowerment in operating the participation system, by focusing on the case of Daegu. Based on existing literature, data and materials provided by the local authority and information collected from field experts, it investigates several systems of resident participation in Daegu, including residents claim of proposition for ordinance, audit demand of residents, residents' suit, participatory budgeting, round-table meeting, and community governance. Despite many efforts to stimulate resident participation, misunderstanding about local government by the public servants and a lack of understanding by the residents along with flaws of the participatory systems bring about the governance without residents. A low level of resident participation admits the environment where local powers and parties interested seek their own profits in decision-making, and reduces the space of healthy governance between local authority and residents. The results of this study induce several suggestions to raise the level of resident participation and strengthen the quality of democracy.
