This paper aims to apply social network analysis and system dynamics method as a new attempt to measure effectiveness of ODA (Official Development Assistance) projects which have been conducted in the recipient countries and to discuss as to whether these methods can be applicable to them. In so doing, the ODA projects which have been performed in Iraq by Korean government have been analyzed. The term effectiveness which can be defined as the extent to which ODA programme outputs have been achieved has been a dominant criteria in the field of ODA since the size of ODA has been getting increased over time worldwide and also the voices of the ordinary people for the effective use of public money have been getting strong. The research results show that social network analysis and system dynamics approach which have been employed in this analysis have made some useful and practicable implications for the policy-makers to be able to more effectively allocate resources to the recipient countries.
