2017년 11월 트럼프 대통령의 아시아 순방 후 미국⋅일본⋅호주⋅인도의 ‘4국 협력(Quadrilateral Cooperation, 이하 쿼드)’이 재가동되고 있다. 쿼드가 2007년에 중국의 반대로 1년도 못 되어 좌초되었다는 점에서, 4국은 쿼드를 중국의 군사적 부상에 대한 노골적인 ‘헤징’의 도구로 운영하기보다는 개별적인 역내 인프라 투자를 조율하기 위한 플랫폼으로 활용하고있다. 이러한 맥락에서 이 글은 쿼드 국가가 인⋅태 지역 ‘해양상황인지(Maritime Domain Awareness, 이하 MDA)’ 능력배양을 위한 소다자 협력의 플랫폼으로도 쿼드를 전개할 가능성을 타진한다. 이를 위해 첫째, MDA의 개념과 MDA를 위한 정보의 수집⋅융합⋅공유 과정을 기술한 뒤, 인⋅태 지역 MDA의 현황과 쟁점을 살펴본다. 둘째, MDA 능력배양을 위한쿼드 국가의 개별적인 기여와 이에 대한 중국의 대응을 점검한다. 셋째, 4 국이 쿼드 국가들뿐만 아니라 프랑스, 영국 등 ‘쿼드-플러스’ 국가와 MDA 소다자 협력을 추진하고 있으며 이러한 추세는 더욱 강화될 것이라고 주장한다.Since US President Donald Trump’s Asia visit in November 2017, the Quadrilateral security cooperation among the US, Japan, Australia and India (hereafter, Quad) re-emerged after years of dormancy. When the Quad first emerged in 2007, it failed to last more than a year resulting from China’s strong criticism. Following its re-emergence, the four states have used the Quad more as a platform to coordinate their respective infrastructure investments in Indo-Pacific, rather than as an outright mechanism for hedging China’s military rise. With that in mind, this article explores the potential of the Quad to serve as a platform for minilateral cooperation that could enhance regional maritime domain awareness (MDA). To this end, the article first describes the concepts of MDA and the process of information collection, fusion and sharing for MDA. This is followed by an examination of the current status of MDA in Indo-Pacific, including contentious issues in cultivating MDA in the region. Finally, after analyzing Quad states’ respective contributions to the enhancement of regional MDA and China’s response to them, the article proceeds to argue that Quad states have been pursuing – and will most likely continue to pursue – minilateral cooperation over MDA amongst themselves as well as with ‘Quad plus’ states such as France and Great Britain.
