Based on the analysis results of the National Assessment of Digital Literacy conducted in 2018 and 2019, this study is designed to grasp the changes of digital literacy levels in Korea's elementary and middle school students by year, and draw implications for digital literacy education. In order to accurately compare the results of the two-year comparison, test items were developed in a way to ensure the comparability of the tests in both content and psychometric properties, and the test equating technique based on the item response theory was applied to perform a valid comparison. Approximately 1% of the entire student population of Grades 4 to 9 was sampled using the stratified cluster sampling. The findings of this study suggest that both the elementary and middle school students showed a tendency that the total score of digital literacy decreased, but the proportion of ‘advanced’ and ‘below basic’ level increased, resulting in a polarization phenomenon in the level of digital literacy. Second, as a result of comparison by grade level, in elementary schools, score improvement by year was relatively large, whereas in middle schools, 7th and 8th grade students who have experienced the national curriculum of software education were higher than the 9th grade students, implying the effectiveness of software education policy in public education. Third, the total score of digital literacy of elementary school students with computer education experience showed a relatively smaller decrease in digital literacy and a greater increase in the proportion of ‘advanced’ level. In addition, middle school students with educational experience of the ‘information’ subject had higher scores of digital literacy, and the proportion of ‘advanced’ level also increased significantly. Based on these results, implications for digital literacy education in elementary and middle school students in Korea were derived and further in-depth studies were proposed.
