본 연구는 테러 예방 및 대응 활동 등 임무를 수행하는 경찰·해양경찰·군·소방의 대테러 관계기관 실무자들을 대상으로 대테러활동 단계별, 즉 예방-대비-대응-복구 4단계의 각 단계별 중요도에 관하여 이들의 인식 차이를 살펴보고자 하는데 그 목적이 있다.
본 연구 결과를 바탕으로 도출된 시사점 및 함의를 제시하면 다음과 같다.
첫째, 대테러활동 단계 중 테러발생 전 예방을 강조하는 완화, 준비 단계의 중요성에 대한 교육과 훈련 등이 강조되어야 할 것이다. 또한 테러발생 시 사전 예방적 정책이 매우 중요하므로 테러 위험 징후를 인지한 경우 대테러 관계기관에 의한 테러사건 진압 이전에 초동 조치가 선행되어야 하므로 이들의 대테러활동 단계에 대한 폭넓은 이해를 도모할 필요가 있을 것이다.
둘째, 테러발생 시 실질적으로 적용 가능한 매뉴얼 및 책임 부처 간 운영지침이 마련되어야 할 것이다. 현행 「국가위기관리기본지침」 및 「테러 위기관리 표준매뉴얼」을 근거로 테러발생 시 각 부처가 적용할 세부 대응절차 및 제반 조치사항 등을 규정하고 있으나, 테러 위기대응 실무매뉴얼 작성 시 대테러활동 각 단계별에 따른 대응절차 및 제반 조치사항 등이 마련되어져야 할 것이고, 이를 바탕으로 실무자들의 교육·훈련이 필요할 것이다.

Response procedures according to each step and various measures should be prepared, and education and training of practitioners will be needed based on this.
