이 논문은 1/n 방식의 전 국민 대상 기본소득의 정책 효과를 재정 소요, 사각지대 해소와 소득 보장 실효성, 양극화 해소, 그리고 소비 증대 효과성 문제를 사회 보장의 원리에 비추어 연역적으로 분석한다. 기본소득의 재원 마련이 어려운 점 그리고사회·경제적 정책 효과성이 기존 복지 급여에 비해 크게 떨어짐을 보여 준다. 공유부의 존재를 인정하고 이를 평등하게 배분하는 새로운 사회적 계약(social contract)이 성립하지 않는 한, 현재의 자본주의 복지국가 체제하에서 기본소득은 정책 수단 차원에서 도입할 이유가 없음을 밝히고, 정치적 포퓰리즘의 수단화 경향에 대해 우려를 표한다.
This study analyzes the hypothetical effects of the universal basic income in terms of fianancial cost, ‘blind spot’ and income security, redistribution, and consumption stimulus, comparing the expected effects with those of social security benefits. It reveals the preventively high levels of financial cost and inferior socioeconomic effects of the universal basic income to social security benefits. Unless citizens agree on a new social contract by which ‘common wealth’ is distributed equally to every citizen, there is no reason to introduce the universal basic income as a policy tool to solve socioeconomic problems. It also raise a concern over propaganda and populist call for basic income.
