본 연구는 평화의 수도로 불리는 제네바가 플랫폼 외교의 가능성을 실험하며 도시외교의 새로운 패러다임을 구축하는 과정을 분석한다. 제네바는 16세기 이래로 개신교 난민을 받아들인 칼뱅주의 개방적인 전통에서 국제도시로 발전해 왔으며, 국제적십자위원회, 국제연맹, 국제노동기구 본부를 유치하며 국제외교의 중심지로 부상했다. 하지만 제네바는 다수의 국제기구를 유치한 현실에 안주하지 않고, 다양한 의제를 다루며 평화구축활동의 유산을 다음 세대로 전달하는 역할을 하고 있다. 특히 제네바의 도시 브랜드를 반영한 ‘제네바 평화구축 플랫폼’은 평화 활동가 집단을 연결하는 네트워크로 성장하여 국제적인 평화구축 활동을 촉진하고 있다. 제네바의 플랫폼 외교는 여러 국제기구들을 연결시키는 허브를 구성한다는 측면뿐만 아니라, 국제 조직의 하향식 의사결정 방식에 문제를 제기하고 현장에서 제기되는 창의적 발상들을 상향식으로 전파하는 새로운 협력모델을 제시한다는 측면에서 의미가 있다.This study analyzes the city diplomacy of Geneva, which builds a new paradigm of cooperation while testing the possibility of platform diplomacy. Geneva has developed into an international city based on the Calvinist tradition of welcoming Protestant refugees since the 16th century. Furthermore, it has emerged as a center of international diplomacy, hosting the headquarters of the International Committee of the Red Cross, the League of Nations, and the International Labor Organization. In recent years, without settling for historical and spatial assets, Geneva has played a more active role in including peace-building platform in various agendas for the next generation. Geneva’s platform diplomacy breaks away from the top-down mode of communication in existing international organizations and instead serves as a hub for connecting various international organizations. It presents a new model of horizontal cooperation that spreads and fosters creativity in the field of peace activities across the world.
