본 연구는 지역과학기술정책이 수립되기 시작한 1990년대 중반부터 현재에 이르기까지 일본의 지역과학기술정책 변천 과정과 그 특성을 고찰한 것이다. 이를 위해 필자들은 일본의 지역과학기술정책을 법정계획인 과학기술기본계획의 목표, 산학협력의 초점, 주요사업, 추진체계 측면에서 분석하였으며, 그 결과 태동기(1단계) → 성장기(2단계) → 전환기(3단계) → 고도화기(4단계)에 이르는 전환과정을 거치고 있음을 확인하였다. 일본 지역과학기술정책의 사업 추진구조는 2단계인 성장기(2001~2010년)까지만 해도 국가가 주도하고 지역이 제안하는 국가(중앙정부)주도형 단계에 머물렀다. 그러나 3단계인 전환기(2011~2015년)부터는 지역이 사업기획 및 추진을 주도하고 국가가 지원하는 이른바 지역주도형으로 정책 패러다임이 전환되었다. 이와 함께 혁신 창출을 위한 양적 확대에 초점을 두던 산학협력 사업에서 벗어나 2016년 이후에는 선택과 집중을 통한 정책지원을 통해 산학협력의 실질적 효과성 제고를 추구하는 질적 고도화기로 접어들고 있다. 일본의 지역과학기술정책변천 과정에서 나타난 주요 특징으로는 국가주도형에서 지역주도형으로의 사업 추진체계 변화, 지방정부의 역할 증대, 지역혁신사업의 추진 주체로서 지역대학의 역할 강화를 들 수 있다. 일본의 지역과학기술정책 패러다임 전환과정은 여전히 국가주도형 정책에 머물러 있는 한국의 지역과학기술정책 고도화를 위해서 중요한 시사점을 제공한다.In this paper, the process of changing Japan's regional science and technology policy from the mid-1990s to the present was analyzed in four aspects: the goal of the five-year regional science and technology policy plan, the focus of industry-academic cooperation, major projects, and the governance system, and revealed that it has so far undergone four stages of development. In accordance with the basic science and technology plan established every five years, the Ministry of Education, Culture, Sports and Tourism implemented the regional science and technology policy focusing on industrial-academic cooperation in 2002 with the knowledge cluster creation project at the forefront. Until the second stage of growth(2001~2010), however, the structure of the project remained in the state-led stage, led by the state and proposed by the region. However, in the third stage of transition(2011~2015), the paradigm shifted to the so-called regional-led system, which was led by the region and supported by the state. In addition, the industry-academic cooperation project, which previously focused on quantitative expansion to create innovation, is entering a qualitative upgrading period from 2016 to promote practical industry-academic cooperation through policy support through choice and concentration. The main characteristics found in the process of changing Japan's regional science and technology policy are strengthening the role of local universities, changing the system of promoting industry-academic cooperation projects from state-led to regional-led, and increasing the role of local governments.
