전 세계가 저탄소 에너지로의 전환에 속도를 내는 가운데 공정한 전환(Just Transitin)이 글로벌 기후 담론의 주요 의제로 떠올랐다. 본 논문은 공정한 전환이 무엇인지를 살펴보고자 담론의 형성 배경과 발전 과정을 분석하고, 공정한 전환을 둘러싼 다양한 해석을 담론 지형을 통해 탐색한다. 공정한 전환 담론은 처음 북미노동조합을 중심으로 환경 정책으로 인해 실직의 위험에 처한 노동자를 보호하기위해 제기되었으나, 기후 변화 대응 및 지속 가능 발전에 대한 사회적 요구가 증가하면서 환경, 산업, 여성, 정치 분야의 주요 사상과 접목하며 다양한 가치를 포괄하는 담론으로 발전했다. 공정한 전환은 이해관계자 그룹에 따라 다양하게 해석되는데, 노동단체는 노동자 보호와 참여에 주목하는 반면, 국제기구는 경제, 사회, 환경을 모두 포괄하는 통합적인 개념으로 이해한다. 연구 기관은 전문성에 따라 온실가스 감축 목표 달성과 지역 주도의 전환 계획 수립을 강조하고, 진보 시민단체는 사회 시스템의 변화를 통한 사회 불평등 해소를 주장한다. 공정한 전환에 대한 이러한 접근 방식은 새로운 비전의 제시 가능성과 포용성 정도에 따라 담론 지형으로 분석해 볼 수 있으며, 특히 새로운 비전 제시 가능성에 따라 현상 유지적 접근, 관리 개혁적 접근, 구조 개혁적 접근, 변혁적 접근으로 구분된다.As the world accelerates the transition towards low-carbon energy, Just Transition has emerged as a major agenda for global climate discourse. This study is to analyze the naissance of Just Transition discourse and its development, in order to examine what Just Transition is. Just Transition was first raised by the North American labor unions to protect workers at risk of losing their jobs for the environment policy. As social demands for climate change response and sustainable development increased, it has developed into a discourse that encompasses various values by grafting it with major ideas from various fields including climate, environment, industry, politics and gender. Just Transition is interpreted in various ways by stakeholder groups ; Labor unions focus on worker-centered social protection and dialogue, and international organizations understand it as an integrated plan which embraces economy, society and environment. Research institutions emphasize the importance of community-led transition, which is fast enough to limit global warming to 1.5℃. Progressive civil societies stress that Just Transitoin should bring social system change to tackle social injustice and inequality. Each of these approaches to Just Transition can be categorized by the scope of inclusiveness and the possibility of presenting a new vision.
