이 글은 바이든 행정부를 이론적으로 분석하기 위해 다음의 일련의 정치학적 질문들에 답하고자 한다. 첫째, 이번 대선 결과는 향후 바이든 행정부의 국정 운영을 뒷받침하는 정치 연합의 성격에 대해 어떤 시사점을 던지는가? 둘째로 바이든 행정부는 미국 대통령제의 역사적 맥락과 패턴의 관점에서 어떤 정치 질서(political order)로 평가할 수 있으며 이에 따라 어떤 다양한 진로의 가능성을 가지는가? 필자는 위의 질문들에 답하기 위해 미국 대통령제 연구에 등장한 바 있는 정치 질서 및 정치 사이클의 개념을 활용하고자 한다. 정치 사이클이란 각 행정부가 미국 대통령제에 나타나는 어떤 일관된 패턴과 정합성을 가지는가에 대한 개념이다. 이 정치 질서론의 포괄적 이론화에 지금까지 가장 성공적인 시도는 스테판 스커러닉의 야심한 결과물이다(1993). 예를 들어 그는 지금까지 등장해 온 미국 대통령들의 리더십 유형을 재구축(reconstruction), 구체화(articulation), 선제적 대응(preemption), 질서 이탈(disjuction)의 네 가지 반복되는 정치적 시간(political time) 및 정치 제도화의 역사적 발전의 수준으로서의 세속적 시간(secular time) 이라는 두 가지 차원 및 그 결합으로서 이론화에 성공하였다. 필자는 이 개념을 출발점으로 하되 비판적으로 분석하며 바이든 행정부의 예상되는 특성을 미국 대통령제 패턴의 맥락에 위치 지우고자 한다.This study analyzes the characteristics of new Biden administration in terms of transitional political cycles. Whole history of presidency in US, according to Stephen Skowronek, a political scientist at Yale, can be understood as recurrent patters of political time and it’s interaction with secular time. This paper, however, argues that more complicated events and leadership traits that do not fit the theory of regime change may be taking place in current political terrain. In conclusion, this paper demonstrates that new Biden era will be remembered in history as transitional period and we need to have more innovative framework, building on Skowronek’s cyclical theory of regime change.
